The alleged perpetrator of Munich is an Afghan asylum seeker. His application for asylum had been rejected – but he had a valid residence permit. And not just that.

According to Bavaria’s Interior Minister Joachim Herrmann (CSU), the young Afghan, who drove his car into a crowd in Munich, had a valid residence permit and a work permit. “To this day, the stay of the perpetrator was absolutely lawful to the present day after the current state of knowledge,” said Herrmann on the evening of the German Press Agency in Munich. At the same time, the minister reported that according to the latest knowledge and, contrary to first information, the man had not become conspicuously because of shop theft.

Herrmann: Afghan worked as a shop detective

According to Herrmann, Afghan came to Germany at the end of 2016 as an unaccompanied minor refugee. His asylum procedure was finally completed in 2020, with a rejection notice and the request for departure. However, the state capital of Munich issued a toleration notice in April 2021 and a residence permit in October 2021. The young man attended school and did vocational training. “He then worked as a shop detective for two security companies,” said the Interior Minister.

That is why there was initially a misunderstanding, precisely because the man occurred in several shoplifting processes. “He was not a suspect himself, he was a witness,” said Herrmann.

An extension of the residence permit had not yet been decided – the permission continued to make a decision.

Söder: Afghan was not obliged to leave

Prime Minister Markus Söder (CSU) said in the evening on ZDF: “The perpetrator himself has probably been rather inconspicuous. An asylum application of the man was rejected. However, the state capital of Munich had given a residence permit that the young man was also employed.

“And at first glance, the previous extremist backgrounds are not so easily recognizable,” emphasized Söder. Therefore, it must now be determined what the reason for the bad and terrible act is.

The young man drove his car into a demonstration train in the city center in Munich. 30 people were injured, some of them seriously.
