In the dispute over additional billion dollar loans for defense, the FDP proposes an increase in the existing special fund for the Bundeswehr for 200 billion euros. The German press agency has a corresponding bill. The extended special fund should only be used on the condition that the two percent target will be observed in the same financial year with normal defense spending.
The loans should only cover additional defense spending, it is said. This prevents defense expenses from being outsourced from the core budget in order to have money for other purposes.
