Union and SPD start coalition negotiations

The basic pillars for a coalition agreement are now negotiating the Union and SPD about the details. However, the signs are difficult and the schedule is ambitious.
Two and a half weeks after the Bundestag election, the Union and SPD have taken formal coalition negotiations on the formation of a new government. The 19 main negotiators of the CDU, CSU and SPD came together in the evening in the CDU headquarters in Berlin with the chairpersons of the 16 working groups used.
The opening meeting only lasted half an hour. Now with their 16 members each, the AGS should develop text proposals for the coalition agreement by March 24. The basis is an eleven -page paper on which both sides have agreed in exploratory talks.
Negotiations under difficult signs
Negotiations begin under difficult signs. For the central compromise from the exploratory talks, the approval of the Greens is still missing. This is necessary to decide the agreed billion dollar financial package for defense and infrastructure next Tuesday in the Bundestag, for which a two -thirds majority is needed.
Immediately before the start of the coalition negotiations, the Union and SPD brought the necessary changes to the basic law on the parliamentary path in a three -hour debate. Merz offered the Greens to invest funds from the planned 500 billion euro infrastructure special assets in climate protection and to loosen the debt brake not only for defense, but also for civil and population protection as well as the intelligence services.
Merz to the Greens: “What more do you want?”
Germany can make a big leap forward not only in defense, but also in the competitiveness of the economy and climate protection, the CDU boss said to the Greens’ address. “What more do you want?”
However, the Greens immediately rejected the offer and complained violently about the negotiation of the Union and SPD. AfD, left and BSW speakers fundamentally rejected the plans to change the Basic Law and spoke of “upgrading” and “war loans”.
Fallstrick in migration despite the basic cleaning
Difficult negotiations are also expected when it comes to migration, budget, taxes and defense. Söder confident – meadow sees “stony path”
CSU boss Markus Söder was confident about the negotiations that an agreement is possible: “The exploratory is a very good basis, a clear signal to friend and enemy in the world, but also to Germany, to our unsettled population.”
SPD interior expert Dirk Wiese, however, emphasized that there was no automatism for understanding. “It’s still a rocky path,” he said. With regard to the financial package, he criticized the dealings of the Union with the Greens in the past few weeks, specifically Söder’s attacks on political Ash Wednesday: “These statements in Bavarian beer tent were not helpful. But we are now constructive with the Greens.”
No press conferences and selfie ban
The leaders from Union and SPD have made strict requirements for their consultations to the members of the working groups. “No statements, no press conferences, no communication between interim results, no selfies etc.”, says a “handout on the coalition negotiations 2025”. In it everything is regulated into the smallest, even the format of the result paper, which should be “as short and precise as possible”: “Font size 11, font color black calibri, line spacing 1.5.”
In the end there is a financial check
The results of the working groups are presented at the end of the central negotiating round with 19 members, which belongs to the party leader Merz (CDU), Lars Klingbeil, Saskia Esken (both SPD) and Söder (CSU). The finishing touches are then carried out there. In the end there is a financial check for all measures. When the coalition agreement is then finished, it still requires the consent of the responsible bodies of the three parties involved. The SPD also wants to ask its members.
