Coalition negotiators want tightening in migration

The CDU/CSU promised a turn in migration policy. In which direction is the topic in the coalition negotiations?

CDU/CSU and SPD negotiates plan tightening of migration policy. According to a circulating design of the AG inside, law, migration and integration, they want to expand the series of secure countries of origin in which people can be deported more easily. “We start with the classification of Algeria, India, Morocco and Tunisia.” An extension is to be constantly being checked, the paper says that there could have been changes in detail.

What else the working group suggests

– Voluntary recording programs of the federal government, for example for people from Afghanistan, are to be ended “as far as possible”. According to the design, new programs should not be put on.

– Family reunification for so -called subsidiary protectionists – Often the civil war refugees – are to be suspended for two years. “Hardfalls remain unaffected.”

– Asylum seekers are to be rejected “in coordination with our European neighbors” at the German borders. This wording can already be found in the exploratory paper of the possible future partners. However, the opinions between the Union and the SPD diverge whether this means that neighboring states should only be informed about this procedure or have to agree.

– The number of returns should increase. The mandatory legal advisor for deprivable people should be eliminated. “The federal police should receive the competence of applying for temporary detention or departure to travel to travel to the deportation to ensure their deportation.” A possibility of permanent exit arrest is also planned, for those who are subject to exit, to whom the security authorities trust the most serious crimes, and serious crimes for perpetrators.

– Anyone who is sentenced to prison for serious crimes should normally be shown. “This applies in particular to crimes against life and life, against sexual self -determination, in the event of sedition, in anti -Semitic motivated crimes, as well as resistance and an assault against enforcement officers.”

In some points the opinions differ clearly.

This is how the Union negotiators want …

… enable asylum procedures in countries outside the EU. “We will first use this model for people who are instrumentalized as illegal migrants for Putin’s hybrid warfare against Europe.” European states accuse Russia and Belarus of specifically helping migrants in border crossings to destabilize the EU countries.

… the social benefits for the “constitutionally required” shorten the social benefits for the “constitutionally necessary”, unless the departure does not take place through no fault of their own. Anyone who has already received protection in another country should only receive bridging services for two weeks and travel help.

… tighten citizenship law.

The SPD negotiators want …

… extend the right to stay. It provides people who have lived legally in Germany for at least five years for a key date (currently October 31, 2022). This also applies to relatives. The SPD representatives want to reorganize the regulation with the new cut-off date 31.12.2024.

There was criticism of the suggestions. Amnesty International fears a reduction in the rule of law. Left-wing MP Clara Bünger fears “a humanitarian ice age”. “Such a policy of demonstrated hardness breaks with fundamental principles of our constitution.”

The proposal does not mean a final agreement, the chief negotiators of the parties will advise on the paper from this Friday. In general, suggestions from the working groups are also subject to financing.
