Anyone who comes to Germany from Ukraine as a refugee should no longer receive citizens’ allowance in the future, but the same services that are intended for asylum seekers.
New war refugees from Ukraine should no longer get citizenship, but the lower benefits for asylum seekers. This has agreed on this in their coalition negotiations.
In their coalition agreement, which the parties must be approved by the parties before the signing, it says literally: “Refugees with a right of residence according to the mass influx directive, which have entered according to April 1st, 2025, should receive benefits according to the Asylum Competitive Performance Act, provided they are in need.”
The need must also be detected by consistent and nationwide uniform asset tests. The federal government will bear the additional costs incurred by the planned change in the states and municipalities.
Ukraine refugees do not have to apply for asylum
Since 2022, the “Mass Admission Directive” has been in the case for Ukrainian war refugees across the EU. This means that you receive a residence status without having to apply for asylum.
The refugees from Ukraine have been entitled to civil allowance in Germany since June 1, 2022, if they cannot make a living themselves. Now that should change. You should get the lower asylum seekers again. Those who have been in Germany for a long time do not affect this planned change.
The validity of the EU directive for the Ukraine refugees had been extended until March 2026. Around 1.25 million refugees from Ukraine are currently living in Germany. More than 60 percent of people from Ukraine who were looking for refuge in this country are women and girls. The number of people who fled from Ukraine to Germany in the context of the war had recently increased easily.
