The coordination between the federal and state governments for an exemption for short home trips of Syrian refugees. Bavaria, in particular, does not agree with the federal government’s proposal for such trips to exploration. “An external time pressure to make a permanent decision before the formation of government is not recognizable to me,” says Bavaria’s Interior Minister Joachim Herrmann, according to a message from his ministry.

Enable voluntary return

A spokeswoman for the Federal Ministry of the Interior said that the Ministry is working on a concept to “enable travel to prepare a permanent return under certain strict prerequisites, without having to fear a revocation of their protection title.” This serves the goal of enabling the voluntary return of refugees in large numbers if the situation in Syria is stabilized.

People could find out on site whether houses are still standing after the war and relatives still live. According to the concept that is currently being advised with the countries, the refugees would have to register trips to Syria for the purpose of preparing a return to the immigration office.

Once four weeks or twice two weeks

It would therefore be permitted either a one -time trip for a maximum of four weeks or two trips of a maximum of two weeks.

The planned procedure arouses expectations that could not be met, criticized the Bavarian Ministry of the Interior. Because the Federal Office of Migration and Refugees (BAMF) alone decide on the revocation of the right of protection, “regardless of the subjective situation on site”.

Not all countries see the planned regulation critically. If the beneficiaries travel to their countries of origin, the legal assumption that the prerequisites for protection are no longer met. There are only exceptions if the trip “is imperative” – ​​for example in the case of serious illnesses or deaths of family members. Otherwise, the loss of protection status threatens. In addition, the journey of the immigration office must be displayed in advance.

The executive Federal Minister of the Interior, Nancy Faeser (SPD), had also wanted to get an idea of ​​the situation in Syria with a view to opportunities for a return of Syrian refugees. Due to specific safety instructions, the flight to Damascus was canceled shortly before the planned start.
