Klingbeil now has to solve what the traffic lights failed

Politicians have already failed because of the size of his task who were better in the fabric than he was. Maybe Lars Klingbeil has therefore carried out rhetorically, safe is certain. The new finance minister wants to understand his house as a “Ministry of Investment”. The newly chosen black and red treasurer does not want to beat the new financial resources of the coalition in thought.
Now the decisive phase for the establishment of the household begins. The finance minister wants to conduct one -on -one talks with every minister promptly. These days, colleagues should present their financial ideas.
As a finance minister, he would urge Klingbeil in advance that each ministry has saved savings. And so that everyone understands: “To resale because we have the 500-billion special assets for infrastructure and the defense spending is now excluded from the debt brake, this is not possible.”
The message is clear and yet paradoxical: Although black and red can spend many billions more, for example to renovate dilapidated bridges and reliably unreliable train, should and must be saved in the state budget. After all, the many projects that are also supposed to get economic growth out of the kink are not for nothing.
The question is whether the specialist ministers join the slogan without resistance. Or continue black and red where the traffic light stopped?
Lindner complained “Exorbitant wish list”
In the black and red contracting work, it is said to be straightforward: All measures of the coalition agreement would be subject to financing. Klingbeil also emphasizes that again and again. That doesn’t make the conversations easier.
The more money the ministers get out for their individual businesses, the more power and creative power. Very few, many new in office and still without profile, are likely to do without this voluntarily.
Klingbeil was able to observe how treacherous these departmental moods can be with his predecessor. Christian Lindner, the FDP finance minister of the traffic light coalition, also wanted to hire the ministries to save-and suddenly had Chancellor Olaf Scholz in 2023.
Some departments had put themselves across, the Chancellor came to the aid. An unusual process. Last year Lindner burst in the financial planning of the collar. A handful of ministries “submitted exorbitant wish lists,” said Lindner, which would be enough for “Christmas, Easter and birthday”. Lindner’s requirements for the 2025 budget had torn several ministries.

Therefore, the finance minister is now pace. Even before the parliamentary summer break, he wants to have the draft budget in 2025 in the cabinet. The budget in the Bundestag is to be adopted in September. At the same time, Klingbeil already opened the household for 2026, which should be at the end of the year. There is hardly any in this schedule to get lost in endless debates-as with traffic lights.
“We are faced with challenging budget talks, which are shaped by the tense financial situation of the federal government and the opportunities of the special fund,” said SPD parliamentary parliamentary group Wiebke Esdar the star. The SPD parliamentary group is committed to ensuring that “additional investments” are possible, for example in the education, transport infrastructure and social cohesion under “difficult conditions”.
Economic growth is stagnating, tax revenue is less than expected – a sure -fire success will not set up the budgets. The “Handelsblatt” in March reported that a financing gap of around 30 billion euros is to be gaped in 2025 alone.
The traffic light coalition also dismantled it because it had maneuvered herself into a household-political dead end. How to close the gap at what price? The new government has financial scope that some traffic light politicians could only dream of. A reform of the debt brake has also been appointed by the end of the year.
For Klingbeil itself, the budget constellation also becomes a test of his authority as finance minister and Vice Chancellor. Does everything go smoothly, or does it come about to go? It will also be shown whether the savings are only cosmetic or also substantial in nature. It is obvious that Klingbeil also wants to be seen as a treasurer who conscientiously is responsible for state money. The former green coalition partners will also look at the new one. They warn of tricks with the special fund.
