Freely wants to strengthen BND and revise security strategy
In view of the new threat, the Bundeswehr is to be increased. But what about the secret services? The Chancellor’s head has a clear answer.
Chancellor’s head Thorsten Frei (CDU) has spoken out for a significant strengthening of the Federal Intelligence Service (BND) and a revision of the two -year -old national security strategy. It is “urgently needed” to provide the foreign intelligence agency financially, technically and legally to be able to react to the new threat situation. “This is something, that will certainly concern us in this legislative period.”
In their coalition agreement, the Union and SPD agreed on strengthening the protection of the constitution and the Federal Criminal Police Office, the BND is not explicitly mentioned. However, the legal basis should be changed for the work of all news services – especially to enable an “effective and efficient data exchange” between the service. Frei is responsible for the BND as a chancellery chief in the cabinet.
National security strategy is a traffic light product
The national security strategy was first presented by the traffic light coalition of the SPD, Greens and FDP in June 2023 after long consultations. She replaced the White Book of the Security Policy of the Ministry of Defense, which was last reissued in 2016.
Today’s Chancellor Friedrich Merz (CDU) had already said in the election campaign that he wanted to present a new national security strategy within one year. However, this has not been reflected in the coalition agreement.
“Such a strategy must also be revised regularly and must above all be adapted to changed security policy framework,” said Frei in the dpa interview. However, he did not want to commit to a schedule.
National Security Council not “overnight”
The head of the Chancellor also made it clear that the Federal Government does not want to be put under pressure in the establishment of a national security council, which is anchored in the coalition agreement. “This is nothing that can happen overnight,” he said.
He warns against “breaking something over the knee now”. There is a changed threat situation. “But it is much more sensible to put up with something fundamentally, good and functioning than to have to improve permanently.”
Union and the SPD have agreed to further develop the existing federal security council into a national security council in the Chancellery. “He is intended to coordinate the essential questions of an integrated security policy, provide strategy development and strategic foresight, carry out a common situation and thus be the committee of common political will formation,” says the coalition agreement.
