According to the latest version of the Laws of the Game, presented this Wednesday, goals that are preceded by touching an opponent without “full control of the body and the ball” are invalidated as offsides when the scorer is in an incorrect position.
In a video conference session organized by the Academy of the Portuguese Association of Football Referees (APAF), the referee Rui Marcelo Rodrigues gave the example of the 2021 Nations League final between France and Spain to understand that the goal that brought 2-1 and the title of the Gauls, appointed Mbappe offside after of Eric Garcia’s incomplete strike, will be annulled this Wednesday, despite the fact that it was confirmed in accordance with current laws.
“If the player [adversário que toca para o autor do golo] fails, loses balance or makes an effort, the ball hits or the direction of the ball does not change. The ball has not changed its trajectory. This application has been confirmed, but now it will be invalidated,” he said.
According to the coach, Eric Garcia’s incomplete shot is part of a case of “touching the ball” by an opponent who scores a goal, which occurs when the athlete “does not have full control of their body”.
Goals resulting from passes by an opponent when the serving scorer has “total control of the body and the ball” by making a “deliberate act”.
At the meeting, which was also attended by APAF President Luciano Gonçalves and former first-class umpire Bruno Paixao, Rui Rodrigues also stressed that the umpires will “emphasize the tough game” in the 2022/23 season. red card offenders based on “speed, intensity, way of projecting the foot” and the area of the body affected.
“When a player lunges and the sole of his boot enters the danger zone, the referee cannot make any decision other than [mostrar] red card. This jeopardizes the physical integrity of the opponent,” he said, adding that the ankle, Achilles tendon and knee are “danger zones” due to the long-term relief of associated injuries.
The APAF also stated that it is looking to improve the playable time, which was 52 minutes last season, taking into account the loss of time for reviewing bets by the video referee (average of three minutes), for substitutions (three minutes). with corner kicks (four minutes), goal kicks (five minutes), throw-ins (nine) and free kicks, averaging 14 minutes off.
“The study was done with five league games. About 14 minutes were lost in managing free kicks. We noticed that judges, after giving signals about violations, reduce the level of concentration and attention. It takes them a long time to manage free kicks,” he said.
To reduce pauses, the referees are instructed to shorten the time of the formation of the obstacles, to speak to the goalkeepers as soon as they notice a goal kick being delayed, acting as a disciplinary measure in the third situation, if they do not respect the two previous warnings and to add 45 seconds to the compensation time for each given replacement when it used to be 30 seconds.
In terms of simulation and conflict cases, Rui Miguel Rodríguez clarified that the piece of land around the technical areas is considered by the referees as a “third penalty area” due to the greater frequency of “aggression situations” and confusion, which should at least always be worth a yellow card.
The fact that players “use their hands a lot” in Portuguese football prompted the referees to penalize this behaviour, which in turn led some players to exaggerate in “hand to face” cases in order to “get yellow cards from the opponent” . something that will be punished with a yellow card.
The referee also emphasized that the Portuguese “referees” should look at the “importance of the relationship”, demonstrating the ability to “convince the players” in their decisions, as well as a sense of “leadership and humility”.
“Referees sell decisions and must win players over to their side. Players do not say that the best referee is the one who gives more penalties or red cards, but the one who talks to them, ”he said.
