Thomas the Ghanaian construction worker is standing on an expressway in the industrial area of Doha, where Qatar is little more than sun, dust and disgrace, gazing wearily at a branch office of the Ministry of Labor. He says: “Today we will not be sent away again.” He says: “Today you have to make a decision.” He says: “That is our right.”
