The State Duma adopted in the second reading the draft law on the introduction of Fan ID

The State Duma on Thursday, December 16, adopted in the second reading a bill that provides for the introduction of Fan ID passports for sports fans.

According to the draft law, the concept of “personalized card for visiting a sports competition” is being introduced. Spectators of the competition will need to receive an electronic document that will identify the fan.

In the second reading, parliamentarians included an amendment to the draft law that, if adopted, the document will enter into force on June 1, 2022.

In addition, another amendment suggests selling tickets “if you have a valid personalized card and follow the identification and authentication procedure,” reports Sport-Express. To obtain a passport, a fan will need to fill out an application on the State Services portal.

After the document was approved in the second reading, the representative of the sports committee Roman Teryushkov proposed to the State Duma to schedule the third reading of the bill for December 17.

Earlier on the same day, the State Duma emphasized that this bill is being adopted “with the aim of ensuring the security of the state, public safety and order.”

As the authors of the initiative noted in the explanatory note, the adoption of such a bill will create an opportunity to use the experience gained during the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup in Russia.
