Russian President Vladimir Putin signed the Fan ID law for fans. The corresponding document was published on Thursday, December 30, on the official portal of legal information.
Amendments were made to the Federal Law “On Physical Culture and Sports in the Russian Federation” regarding the introduction of a spectator identification system. According to the document, the concept of “personalized card for visiting a sports competition” is introduced. Spectators of the competition will need to receive an electronic document that will identify the fan.
To obtain a passport, a fan will need to fill out an application on the State Services portal, the Sport-Express newspaper notes. At the same time, it will be possible to appeal against the refusal to issue a fan passport or the decision to suspend its validity in court.
The law is envisaged to enter into force on June 1, 2022.
Earlier, on November 16, the State Duma stressed that this bill is being adopted “with the aim of ensuring the security of the state, public safety and order.” As the authors of the initiative noted in an explanatory note, the adoption of such a bill will create an opportunity to use the experience gained during the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup in Russia.
On December 17, the State Duma adopted in the third and final reading a bill that provides for the introduction of Fan ID passports for sports fans.
