After accepting modifications, the Single Ballot project will be debated in the House of Representatives

The project of Single Paper Ballot (BUP) will be discussed in the Chamber of Deputiesafter modifications were made to the Senate. The same would have an express procedure, in order to conclude electoral reforms before discussing the Budget.

The Senate approved the project to modify the Electoral Code in the early hours of last Friday, with 39 votes in favor and 30 againstThe initiative had been on hold since it was approved by the House of Representatives in 2022.

In this way, they seek to obtain the opinion “as soon as possible” in a plenary session of the Constitutional Affairs, Justice and Budget committees, in order to send the initiative to the floor together with the Clean Record project, already ruled on.

The senator from Rio Negro Mónica Silva had proposed eliminating the blank box with the option of voting for the full listsomething that was resisted by the provincial parties that do not present candidates in all the sections, and, after giving in to the change, the Government managed to unblock the project.

The main question is whether the original project will be maintained when it returns to the House of Representatives or, more likely, the Senate’s changes will be accepted.

What will the Single Paper Ballot be like?

The Upper House approved a version of the BUP which adopts the Mendoza model: this proposes unify all electoral offers for national offices in a single paper ballotwhich is divided into horizontal rows for each of the categories for elective office, and columns or vertical stripes for each of the competing political groups.

For each section and for each electoral alliance there will be an empty box, and the voter must select only one option for each category: If you mark two or more boxes, the vote will be considered invalid. Meanwhile, if you do not mark any box, it will be considered a blank vote in that specific category, since There will not be a specific box for blank votes.

The BUP will have printed the names of the first five candidates on the list of national deputies, and Color photographs of the first two candidates will be included (according to the gender parity law, they will be a man and a woman, or vice versa).

In the category of national senators, the two main candidates will appear with a photo, as well as the candidates for president and vice president. In addition, the complete lists of candidates must be published on posters or signs in each voting booth, ensuring that they have adequate visibility.
