Joint negotiations with state unions generate friction in some provinces

The joint negotiations between governments and state unions began to generate tensions in some provinceseither due to the lack of agreement or due to the granting of salary increases without support from the unions, which consider them insufficient. This week, Jujuy will be the scene of protests by education and municipal unions; In San Luis, several power plants requested a raise request from the Government House, under the warning that they will mobilize next week; in Corrientes, ATE and CTA rejected the increase granted “unilaterally”; while in Río Negro, the teachers’ leadership will launch a protest plan due to the official announcement of not having resources for new salary increases.

The Jujuy Intergremial announced this afternoon, at a press conference in the capital’s Belgrano Square, the rejection of the 4% salary increase – in two 2% tranches – announced by the provincial government for all state workers. Therefore, various measures of force will be carried out during the week, including a march this Tuesday with unions and university students through the central streets.

The meeting with the media was carried out by Susana Ustarezfrom the Association of Control Organizations Personnel (APOC); Mercedes Sosa of the Middle and Higher Education Teachers Center (CEDEMS); Sebastian Lopezof the Municipal Employees and Workers Union (SEOM); and Nicolas Fernandez, of the Association of University Professionals of Public Administration (APUAP).

“There are objective economic conditions for the Executive Branch to review and correct this salary imposition that it has published unilaterally, because on Friday they called us to inform us of a circular that was already written. That is not a parity,” Fernandez said.

He added that the protests tomorrow – with a rally and march – and on Wednesday – without assistance – will affect care in hospitals, health posts and in all departments where a professional works. The municipal and CEDEMS will also stop for the next 48 hours.

It was learned that over the weekend, in an extraordinary congress, the Association of Provincial Educators (ADEP), which brings together primary teaching, will also go on strike, although on the next 30th and 31st. “Congressmen from all over the province participated in the debate, with mandates from the zonal assemblies. It was decided to reject the government’s meager salary increase, understanding that the 4% they offer us is ridiculous given the critical situation experienced by the teaching family,” express Silvia Velezgeneral secretary of the union.

“They are having a bad time”

In San Luis, state unions requested an urgent salary restructuring, in a note addressed to the governor Claudi Poggi and to the Minister of Finance, Néstor Ordoñez, in which they warned of a loss in the purchasing power of salaries of around 70%.

“The workers are having a hard time, people are carding like crazy, they are in debt and distressed. At the moment we have not had any response,” noted in an interview Mané Quattropanigeneral secretary of the Sanluiseña Association of State Teachers (ASDE). The claim bears the signatures of the leader of UTEP and ASDE, of education; APTS, health; Sijupu, of judicial; APEL, legislative, and the Provincial Employees Union (SIEP). So far, Poggi’s management has set a salary guideline with 15% in May, a non-remunerative bonus of $70,000, 10% in July and 20% staggered between August, September, October and November.

“The government gave increases according to the inflation that is expected in the coming months but does not talk about how we are going to rebuild and recover purchasing power. We have a loss of between 70% and 80%,” pointed out Luciano Cardarelligeneral secretary of judicial employees. If they do not get answers this week, they warned that next week there will be an inter-union march.

“We reject the advertisement”

“We reject the salary recomposition announcement announced for Corrientes state workers by the Provincial Executive. This 10% increase is insufficient and authoritarian, since it has not been discussed jointly as established by law,” the leaders of the Association of State Workers (ATE) and the Central of Argentine Workers (CTA) of Corrientes.

Two weeks ago, the Corrientes Minister of Finance, Marcelo Rivas Piasentiniannounced a 10-point salary increase for the basic salaries of state employees, starting in October. “This new measure was taken by Governor Gustavo Valdés in the face of inflationary indices,” he reported at a press conference. Afterwards, the provincial head himself pointed out in X: “With this sixth salary increase, the improvement in workers’ pocketbooks exceeds 160% and, in terms of basic income, 114%.”

The centrals’ response was that basic salaries do not cover inflation or basic needs. “We request a fair salary recomposition in accordance with the economic reality and we urge the provincial government to respect the parities and negotiate in good faith,” they noted in the statement.

“We are facing an arbitrary government that continues to apply anti-democratic policies in the face of the different claims that we have been making. Far from resolving and reaching a consensus with our state colleagues, the authorities turn a deaf ear to our claims,” expressed the general secretary of ATE Corrientes, Walter Zamudio.

“We are going to define how we continue”

On Friday of last week, the first joint meeting was held between the leadership of the Union of Education Workers of Río Negro (UnTER) and representatives of the Rio Negro Ministry of Education and Human Rights. After the meeting, which was brief, The union rejected the provincial government’s position of not making a formal offer of salary adjustment.

For the general secretary of UnTER, Silvana Inostroza, “despite proclaiming that they are willing to dialogue, the responses and assertions of the authorities of the Ministry of Education demonstrated a lack of will to foster a genuine space for negotiation.” In the next few hours and in a provincial congress, the majority teaching union would decide on a protest plan.
