Governors pressure the Nation for the 2025 Budget
Public works, increase in the co-participable amount -via the fuel tax, for example-, arrears of the 2017 Fiscal Consensus, retirement funds and an equitable distribution of the National Treasury Contributions (ATEN) are the main complaints that the districts raise together as part of the negotiations.
In fact, the demands for libertarian management do not come precisely from the hard opposition of Unión por la Patria (UP), ready to clash in most initiatives, but from sectors such as the Unión Cívica Radical (UCR), the provincialisms and even the PRO.
“It is preferable to have a bad law than not to have one. Ultimately it is a base and from there we start, we can always modify it,” indicated to Scope a dialogic voice. And he added: “Because of the institutions of Argentina, because the truth is that this law, as it is, is not of much use.”

In yellow territories they were also dissatisfied. “They come wrong”, They summarized, laconically, from the orbit of a governor about the course of the negotiations. However, they recognized that, if the Government considers the possibility of calling extraordinary sessions – as José Luis Espert said -, “it means that “We continue in the race and negotiating.”
“They pulled the rope, but they remained firm. The Government needs the budget for the markets and the governors also want it to have a budget, but you cannot plan for 2025 again by playing ball with the provinces,” they pointed out.
“The provinces need to increase the co-shareable amount, but that increases everyone’s income, including Buenos Aires, where the government should not want to release money for Kicillof. They are in that trap,” added a legislator who participates in the debate. “These are issues that a logical national government would have already closed,” added another parliamentary source, irritated by the situation.
Last week, as a sign of this discomfort, the government of Salta, led by Gustavo Saenzcame out to display the debts that the Nation maintains with its coffers. The local Minister of Infrastructure, Sergio Camachoassured that the debt that the State has with the district is equivalent to “three months of salaries.” “The accumulated debt amounts to ‘340 million dollars’, a sum that in pesos would represent three months of salary for the entire province,” he told the Cara a Cara program.
In the middle of the fight, the domestic chores of the small payment sneak in. Along with the Nation, the governors advance with their own budgets. Although, in the same vein as La Libertad Avanza (LLA), they emphasize austerity, The reactivation of public works and aid to sectors such as the industrial sector are gaining ground within local projects.
Days ago, the Cordoban Martin Llaryora sent its initiative for 2025 to the Legislature, which includes a public investment plan for $935,398 million, with priority for hospitals and schools; gas, sanitation, electricity and drainage works; drinking water works, aqueducts, sewers and water basins. “The Province presents its 2025 budget with the conviction that fiscal sustainability is essential to promote public policies that enhance development throughout the territory of Córdoba,” they pointed out from the Mediterranean management.

Beyond the large benches, such as UP, the UCR and the PRO, in Congress there are other spaces dependent on the provincial leaders that are key to the legislative dynamics of LLA. Federal InnovationFor example, it has 8 deputies, who respond to the Salteño Sáenz, the missionary Hugo Passalacqua and to the Rio Negro Alberto Weretilneck.
The Federal Meeting even has more firepower, where they coexist 16 legislators of varied coats, among which there are people from Córdoba, Entre Rios, Chubut, Buenos Aires and Santa Fe. The seal commanded by Miguel Ángel Pichetto promotes in its own opinion.
According to data from the Argentine Institute of Tax Analysis (IARAF), in October the Government sent the provinces and CABA $4,137,000 million in co-participation, special laws, and compensation, compared to $1,488,000 million sent during the same period of the previous year. This marks a nominal variation of 178%. Discounting the inflationary process of the period, this would translate into a real decrease of 5.4%.
The Federal Co-participationmeanwhile, would have fallen by a real 7.2%, improving its performance compared to previous months. “Given a joint real interannual drop in VAT plus Profits of 9%, the income obtained from money laundering would have made this smaller drop in net co-participation possible (7.2% versus 8.9%)”, noted the IARAF.
The Government evaluates calling extraordinary sessions
This Wednesday, November 20, the deadline to rule will expire. After announcing the suspension of the Budget and Finance Commission, its head, José Luis Espert, gave a press conference. “The zero deficit is not an epiphany that appeared to us liberals who support Javier Milei’s government one day, but rather it is the verification that with zero deficit the emission is zero and with zero emission there is no inflation,” Espert said.
He also highlighted the turbulent hours that the negotiations are going through and anticipated that, if necessary, the Government will evaluate the possibility of calling extraordinary sessions, given that the deadline to obtain an opinion expires this Thursday, November 20.

“We have not yet reached a common point that would allow us to guarantee zero deficit. For this reason, we have suspended the commission meeting that we had scheduled for today. Let it be clear: the will of this commission and the Executive Branch is to continue working to achieve the necessary consensus to have Budget 2025. If in the coming weeks there is progress in this regard, the Executive will evaluate the possibility of calling for extraordinary treatment,” said the ruling party deputy.
