Fans of the Spartak and Zenit football clubs have decided to boycott the matches of the Russian Football Championship and any other tournaments that can only be accessed with a Fan ID. This was stated on January 24 in statements published in Telegram.
“We are united in our position: we refuse to accept the rules imposed on us, passports, identifiers and the law on FAN ID,” the red-white fans wrote.
They added that the boycott would last until the complete repeal of the adopted law.
Fans of Zenit adhere to the same opinion. They called the innovations “opaque, repressive and redundant”.
“Introduced into the Law on Sports, paragraph 1, part 4, Art. 20.6 allows officials, in complete disregard for the constitutional rights of a citizen, without considering his case by a court and without the participation of the citizen himself, to deprive him of the right to attend matches, and such a ban is actually imposed indefinitely, ”the fans wrote.
On December 30, Russian President Vladimir Putin signed the law on Fan ID for fans.
Amendments were made to the federal law “On Physical Culture and Sports in the Russian Federation” in terms of introducing a system for identifying spectators. According to the document, the concept of “personalized card for visiting a sports competition” is introduced. Spectators of the competitions will need to obtain an electronic document that will allow them to identify the fan.
To obtain a passport, a fan will need to submit an application on the public services portal. At the same time, it will be possible to appeal against the refusal to issue a FAN ID or the decision to suspend its validity in court.
The law is expected to come into force on June 1, 2022.
On November 16, the State Duma emphasized that this bill was adopted with the aim of ensuring the security of the state, public safety and order.
