Rogelio Frigerio intervened in the social work of public employees of Entre Ríos

The governor Rogelio Frigerio arranged the intervention for six months of Institute of Social Work of the Province of Entre Ríos (Iosper) due to a series of irregularities and a monthly deficit of almost $2 billion. The measure, which includes a comprehensive audit of the organization, will ensure normal operation of services to members.

Frigerio’s decision was made official through decree No. 3675 published last Tuesday, which details the irregularities that have long prevented the normal functioning of Iosper. the serious financial situation it is going through, the delays in benefits to affiliates and the considerable increase in legal expenses linked to non-compliance.

Among the most important factors that led to the intervention, the decree highlights the obstruction on the part of the Iosper authorities in the control exercised by the Supervisory Commissionas a consequence of “systematically late sending of the monthly financial report and the economic statements of the Welfare Projects, which must be sent every three months.”

Likewise, no contracts that have been made were reported, such as direct purchases or hiring of personnel, and access to information has been prevented by sending the required information late.

Besides, There have also been delays in the return of refunds and in the payment of medical disability benefits, among others.

This situation has generated a significant increase in the amount of expenses paid for judicial proceedings, which accumulates an amount of 867,706,190 pesos for the month of September, without taking into account the cases that are still pending resolution.

The decree also refers to the data provided by the last financial report, which indicates that the social work has “a total deficit that amounts to 19,108,168,959 pesos, which could reach approximately 2,000 million pesos per month in the future.”

Furthermore, the non-compliance with performance obligations of the Iosper authorities before the Court of Accounts and irregular payments to lending companies stand out.

In this sense, the opening of a trial of accounts and three other requests for trial against the president of the organization, Fernando Cañete, and other members of the board of directors stand out.

“Necessary measure”

When announcing the news, Frigerio stated that “The intervention is a necessary measure to address the deficit faced by social work” and that “Entrerrianos can rest assured, since health benefits will continue to function without interruptions.

In this regard, he pointed out that the deficit estimated at 2,000 million pesos per month is covered with treasury money, that is, with “the taxes that all Entre Ríos residents pay and that we lose every month as a result of poor governance of the organization.”

“This decision responds to the need to reorganize and optimize Iosper’s resources. To ensure its transparency, the intervention will include the implementation of measures to improve management. For example, a double audit will be carried out: an initial one, to establish the starting point, and another that will accompany the rest of the intervention,” he explained.

Frigerio highlighted that the intervention seeks to “protect the rights of members” and concluded that “the health of Entre Ríos residents is a priority.”
