The measure had been launched last October by the deputy head of the Interior, Lisandro Catalánand its objective was to make a “clean slate” in the tense relationship with the governors, allowing mutual debts to be settled through public lands, state companies and works, among other items.
Which provinces adhered to the Nation’s debt exchange plan?
Almost two months later, the vast majority of jurisdictions made the decision to join. Specifically, 18 of them did so. Transversely to the political parties, provincial heads of the PRO, the UCR, provincialists and even Peronists, both rebels and not, joined.
As he told Scopelast week several of them paraded through the Ministry of Economy to sign with Luis Caputoto Catalán and the Secretary of the Treasury, Carlos Gubermanthe secretary of Provinces and Municipalities, Javier Milano; and the Undersecretary of Provincial Fiscal Coordination, Valeria Sánchez, the adhesion of their districts.

The leaders who participated in that round of meetings were the radical Leandro Zdero (Chaco); Rogelio Frigerio (Entre Ríos), from the PRO; Sergio Ziliotto (La Pampa), from Unión por la Patria; and the wayward Peronists Osvaldo Jaldo (Tucumán) and Raul Jalil (Catamarca).
All of them signed the letters of intent after the voluntary adhesion of the provinces to this regime created by Decree No. 969/2024, which bears the signature of President Javier Milei, of the Chief of the Cabinet of Ministers, Guillermo Francos, and Minister Caputo.
In addition, they expressed their willingness to enter the Regime to work on simplifying debts and credits between the Nation and the provinces: Chubut, Córdoba, Corrientes, Jujuy, Mendoza, Misiones, Neuquén, Río Negro, Salta, San Juan, San Luis, Santa Cruz and Tierra del Fuego.
Goals
From the Nation they indicated that the main objective of the Regime is “end crossed conflicts and advance their resolution, within the framework of dialogue and consensus work between the parties.”
““The aim is to agree on compensations, conciliations, transactions, recognitions, referrals and any other operation that tends to determine and cancel reciprocal debts and/or credits between the parties,” they added.
Finally, the Casa Rosada highlighted that “the Regime will contribute to ordering the financial situation between jurisdictions, settling debts from previous years and advancing a new federal fiscal relationship.”
For now, they chose not to fold: the province of Buenos Aires, Formosa, Santa Fe La Rioja, the City of Buenos Aires, Santiago del Estero. The majority of these districts are governed by opposition leaders, who belong to UP, with the exception of Buenos Aires. Jorge Macrifrom the PRO, and from Santa Fe Maximiliano Pullarofrom the UCR.
