22 jurisdictions in the country declared progress in the Literacy Plansas part of its commitment to improving reading and writing through teacher training, provision of materials and implementation of assessments. The information comes from the “2nd Literacy monitoring report”, from the association Argentinos por la Educación along with 200 other NGOs.
The survey was carried out within the framework of the National Campaign for Literacyin order to monitor the strategies implemented by the National Government and the provinces to improve reading and writing levels.
The participating regions were CABA, Catamarca, Chaco, Chubut, Córdoba, Corrientes, Entre Ríos, Jujuy, La Pampa La Rioja, Mendoza, Misiones, Neuquén, Río Negro, Salta, San Juan, San Luis, Santa Cruz and Santa Fe.
What the Argentinos for Education survey revealed
Of the 22 jurisdictions that responded to the survey11 have a jurisdictional regulatory framework that refers to a specific literacy plan. In addition, 18 jurisdictions established alliances with third parties – such as civil society organizations, companies and specialists – to design or strengthen their plans.
As part of the Federal Commitment to Literacythis year 18 provinces evaluated and measured reading, comprehension and/or writing in primary school. Among these jurisdictions, 15 evaluated reading fluency: 6 did so on a census basis (that is, on all students in a given school year) and 9 on a sample basis (on a representative group of students).

Of the 22 jurisdictions, 11 have a specific literacy plan.

The 22 jurisdictions indicated that they carry out training for teachers. In 20 they were for teachers at the initial level, in 22 for the primary level and in 13 for the secondary level. In turn, all the jurisdictions surveyed delivered teaching materials (books, digital material, booklets or others) at the primary levelwith differences in the amount and type of resources distributed, as well as in the recipients (teachers, students or managers).
15 jurisdictions distributed books, while 20 provided digital materials to schools and 8 distributed booklets.
What they said from Argentines for Education
The director of Argentinos for Education Ignacio Ibarzabal highlighted: “During the election year we requested that initial literacy was a priority for all political forces and throughout the country. He also added that “the commitment assumed by the ministers of all the provinces in the Federal Council of Education was a very important step, and this survey reflects the progress that is happening in the provinces.”
The executive director of the NGO More Voices Marcelo Velazquezexplains that “achieving reports on literacy plans is a milestone for all organizations that work for education in Argentina.” He also described as “a novelty” the fact that “in recent years there has been talk about literacy, commitments, plans, and that the 24 jurisdictions today are carrying out programs to work on educational quality indicators“.
Verónica Cipriota, executive director of the NGO Enseña por Argentina, considers that “the consensus in the educational community and throughout society regarding the priority of literacy is so broad, that today we can see how in all jurisdictions it has become in policies and concrete actions. It is very promising to end the year seeing what we are capable of in Argentina when we share the purpose and manage to agree.
The National State established bilateral agreements with all jurisdictions and provides them with support through the Federal Literacy Network. He also reported conducting direct training for teachers at all levels, and delivering digital materials and booklets for teachers and students at the initial and primary level. Likewise, it implemented learning evaluations within the framework of the Operational Learning at the primary level (3rd grade, sample).
