End of the Lemas law and new ballot model

This proposal repeals Law 2348-N, eliminates the Citizen Participation System (SIPAD) and the Law of Mottos. The regulations were approved in 2021 and allow a group to present several subgroups, that is, to apply for several lists for the same position. At the end of election day, the party with the most votes wins the votes of the rest.

Orrego’s initiative eliminates this legislation and instead proposes moving towards an internal election for each party as a way to select candidates. The elections may be closed or opendepending on the choice of each party, alliance, front or confederation. “In the case of Open internal elections will be able to vote for all citizens who decide to do so, as long as they are not affiliated with other Parties.“says the project.

In addition, among the initiatives proposed by the governor would be incorporated the use of Single Voting Ballot. The objective is “put an end to chain voting and other bad electoral practices”. It would also reduce the cost of printing ballots and guarantee the principle of equality between candidates.

According to the project, the Single Voting Ballot “will be divided into horizontal rows of equal size for each party, alliance, front or political confederation that has official lists of candidates registered with the Provincial Electoral Tribunal.” Furthermore, it indicates that the spaces assigned on the BUS “must be identical, symmetrically incorporating the party figures or symbols, which had previously been authorized by the Provincial Electoral Tribunal and, where appropriate, the photograph of the candidates.”

Limitation of indefinite re-election of provincial deputies
