In one of its last measures of the year, the government of Javier Milei made official a new procurement regime for the public sector. Among the main changes, a series of prohibitions were established to make appointments, a maximum duration of contracts and it was confirmed that every person who is employed must prove approval of the General Assessment of Knowledge and Skills.
The changes established by the Government for hiring in the public sector
First of all, the Government decreed that the jurisdictions and entities of the national public sector already “They will not be able to appoint or hire personnel of any nature.“. In detail, this includes:
They will remain exempt from these new provisionss those designations those that include; the National System of Science, Technology and Innovation; the Universities; the Nation’s Foreign Service; the National Park Ranger Corps; the Fire Management System and the personnel included in the Collective Sectoral Labor Agreement of the Professional Personnel of Hospital and Care Establishments and Research and Production Institutes dependent on the MINISTRY OF HEALTH.
On the other hand, the changes decreed by the Government for those “organizational units incorporated into the Nomenclator of Executive Functions of the Collective Sectoral Labor Agreement of the Personnel of the NATIONAL PUBLIC EMPLOYMENT SYSTEM (SINEP)” will not apply either, the extensions of transitional appointments and contracts , the designations of Cabinet Staffthe hiring of Mobility and Internal Searches Program (MoBI)the coverage of positions or contracts that make compliance with the Disability Quota and the appointments and hirings that are made as a result of changes in the service provision regime.
Finally, the new regulations also provide that national public sector entities may have “ONE (1) registration in the event that you report THREE (3) personnel withdrawals, whatever the cause, produced from a resignation, retirement, separation, cancellation of transitional appointments in simple positions of Permanent Plant and in Transitory Plants, conclusion or termination of the contract that would have occurred during the year 2025.”

In addition to the changes already listed, the Government also established – in Decree 1149/2024 – the criteria to follow to proceed with the hiring of personnel. In this sense, the libertarian administration stressed the need for the candidates to approve the General Assessment of Knowledge and Skills during the month of December 2024.
Along these lines, those who fail the aforementioned evaluation “They cannot be hired during Fiscal Year 2025, for periods that exceed March 31, 2025.“, as detailed by the Government.
On the other hand, the regulations also provide that national public sector contracts “with a start date of January 1, 2025 or later, They cannot be extended beyond June 30, 2025.“.
