Clean Record: without details from the Government, there is uncertainty regarding the extraordinary

After the call for extraordinary sessions, the congressional blocs hope that Casa Rosada will reveal the project they are still working on.

It is a historic tradition of Congress make calls to extraordinary sessions with broad agendas that are reduced as the meetings progress. This same ruling party, for example, entered the Omnibus Law for debate in December 2023, but two months later he himself Javier Milei decided to withdraw it. Between January 20 and February 21, seven topics were proposed. The one that had the greatest impact was Clean Sheet, that revived the internal government with the PRO in the midst of the insinuations to seal an alliance.

The truth is that Neither the Senate nor the Deputies have any precision on the date of calling for commissions or sessions. “The facility is still under construction and will be finished in the last week of January. They are just now sitting down to chat, but everything is green. If there is anything, hopefully it will be the first of February“, they say from the Lower House. “Next week there will be activity, but the day has not yet been defined,” they speculate with more optimism from Casa Rosada. So far, their aspirations are coming true.

Another uncertainty that exists is the content of the draft Clean Sheet. Within the Government they maintain secrecy, but the text is not yet finished. What is known so far is that the Minister of Defense, Luis Petri-whose last legislative initiative was to reform the national security law which is currently governed by decree – is the new person in charge of constructing the project guidelines, which the lawyer Alejandro Fargosi advises him ad honorem and that, at least during these weeks, the deputy Silvia Lospennato (PRO) is not involved in the drafting of the document.

The biggest question is what differences would the new Clean Record initiative of which he tried to approve the PRO in November and that did not have the support of Freedom Advanceswhich allowed the absence of ten deputies so that the session fell due to lack of quorum. The document – which had Lospennato herself as its main promoter – proposed preventing apply to anyone with a second instance court rulingwhich does not imply a final sentence of the Supreme Court.

The opposition proposed adding different sections, such as that the project reach members of the Judiciary and officials of the Executive with non-elective positions, or that the list of crimes be expanded to those of a criminal nature. The truth is that the Government needs to incorporate some modification to differentiate itself from the proposal that it did not support two months ago to obtain – at least – the support of the PROwhile the main opposition does the math: If Union for the Homeland, Federal Meeting and Democracy Forever (dissident radicals) resist, the ruling party does not reach a quorum.
