Deregulation of navigation: the Government implements changes to simplify procedures

He Government made official a new regime Maritime NavigationF. river and lake (REGINAVE) in the country, through Decree 37/2025. This new regime has as its main objectives:

  • Update current regulations on navigation, safety and environmental preservation, adapting it to the current needs of national and international trade.
  • Simplify procedures and eliminate unnecessary regulations, in line with deregulation policies, state transformation and streamlining procedures for users.
  • Modify and repeal previous regulations, such as Decree 770/2019 and provisions of the Port Security Regime (Decree 890/1980), to align with international standards such as those of the International Maritime Organization (IMO).
  • Reform the hiring of watchmen for ships in port, making it optional rather than mandatory, in line with new modern port security measures.
  • Grant the Argentine Naval Prefecture (PNA) the role of enforcement authority of the new regime, with the responsibility of issuing complementary and operational regulations necessary for its implementation.

The details of the regulations

The measure is part of the policy of deregulation and administrative simplification carried out by the Government. For this reason, the General Navigation Regulations (REGINAVE) are modified and modernized. The standard was worked on in conjunction with the Ministry of Deregulation and Transformation of the State, in charge of Frederick Sturzenegger.

This measure seeks to streamline the sector’s procedures, promote economic freedom and adapt to international standards, facilitating operations for Argentines and enhancing Argentine competitiveness.

REGINAVE was presented at the end of November by Ministers Bullrich and Sturzenegger, where the head of Security had highlighted the new regime, paraphrasing President Milei: Bureaucratic procedures, out!

The deregulation agenda is a pro-production and pro-SME agenda, because it focuses on reducing costs. When talking about the “Argentine cost”, there are layers and layers of bureaucratic procedures, restrictions and impossibilities that, in many cases, have no justification. This new system represents a crucial advance for SMEs, since bureaucratic obstacles are an onerous burden for companies that are just starting out. Furthermore, it is an anti-corruption policy, because fewer procedures mean fewer opportunities for this crime.
