The governor of La Rioja, Ricardo Quintela, crossed the Minister of Economy, Luis Caputo, for his position against the municipal taxes and reaffirmed his position in defense of local autonomy. Through an official communication, demanded the payment of historical debts of the Nation and stressed that the province has been harmed by centralist decisions and non-compliance with national agreements and laws.

The provincial leader questioned Caputo, firstly, for stating that the maintenance of municipal rates could aggravate inflation. “It is not the municipalities or their rates that cause inflation, but rather erroneous national decisions. Caputo should further study the causes of the problem before making hasty statements,” he said.

Furthermore, he highlighted that the tax autonomy of the municipalities, enshrined in the National Constitution, is a right that cannot be violated by the National Government. Municipal taxes are necessary to finance public services and local development, Quintela stated, noting that any attempt to eliminate these powers would be an attack on the law and the federal system. “Such a position is not only inconsistent, but it ignores the serious harm our province faces due to centralized decisions that violate the principle of federal loyalty.”said.
On the other hand, he referred to the failure of the National State to comply with various laws and commitments with La Rioja. The governor reiterated that the province has been harmed due to the decisions of the national government and the systematic failure to comply with laws and commitments such as article 83 of Law 27,701.
On the one hand, Quintela mentioned the suspension of public works at the provincial level committed to the resources assigned by the National State, which resulted in the consequent dismissal of 3,000 employees in the construction sector. On the other hand, he spoke of the elimination of the Interior Compensation Fund for Transportation, the Teacher Incentive Fund and the Federal Electric Transportation Fund.
The Rioja governor also questioned the non-compliance, in 2024, of Law 23,996 on Tax on Liquid Fuels and Carbon Dioxide, defunding the maintenance, conservation and passability of national routes in the province.
Finally Quintela maintained: “The province of La Rioja reiterates its call to the National Government to respect and comply with current lawsparticularly with regard to the distribution of co-participating funds and municipal autonomy. This administration reaffirms its willingness to dialogue and cooperation, but also its firmness in defending the rights of Riojans and the democratic institutions that govern us.”
