The Collection Agency of the Province of Buenos Aires (Arba) increased by 127% the amount of billing from which companies are obliged to act as agents of perception and retention of the treasury. This measure directly benefits 3,323 SMEs that, overcoming that threshold, will stop assuming a function that implies a significant administrative and resources burden.
With this update, companies that have obtained total operational income (taxed, not taxed and exempt) exceeding $ 2.8 billion in 2024 will be obliged to act as collection agents of the general regime.
Meanwhile, according to regulatory resolution 4/25 that Arba published for taxpayers whose main activity is “the sale to the public of liquid fuels derived from oil”, the new annual billing floor rises to $ 4.2 billion; and for those dedicated to the “sale of furniture”, the limit is established at $ 1.4 billion.
The measure was announced after the meeting headed by the governor Axel Kicillof next to his economic team and the provincial cabinet.
The head of Arba, Cristian Girard, He stressed that “since we assume, we have progressively updated the billing amounts that determine the obligation to act as collection agents. This has allowed to reduce the administrative burden for companies year after year, while financially relief to the productive sector. ”
Girard stressed that this 127% increase is part of a sustained fiscal relief policy, which since 2020 has systematically raised the billing limit: “First with an increase of 175% before the pandemic, followed by increases of 36% in 2021 , 66% in 2022, 100% in 2023, 150% in 2024 and now this new adjustment of 127% ”.
In addition, Girard remarked that these measures are part of a broader strategy promoted by Governor Axel Kicillof, aimed at returning resources to the private sector and, especially, SMEs, businesses and enterprises. “We reduced balances in favor of taxpayers and allow these funds to reinvirt in production and investment,” he added.
Finally, the official stressed that this set of gross income reforms has managed to structurally transform collection without compromising the income of the province. In turn, modern tools were implemented as compensation mechanisms and accelerated return of fiscal credits, together with a simplified regime that especially benefits monotributists.
