Argentina will begin to operate in the Public Key Directory of the UN agency specialized in international civil aviation. It is about an international information exchange system that will facilitate the verification of electronic passports at border points.
The Deputy Chief of Staff of the Interior, Lisandro Catalán, participated this Tuesday in the key handover ceremony at the headquarters of the International Civil Aviation Organization (ICAO) – located in the city of Montreal, Canada – which symbolizes the process by which a country receives its public key to begin operating in the Public Key Directory (PKD) safely and efficiently, which will make it easier for Argentina to verify the authenticity of people’s electronic passports at the time of entry and exit from border points.
Accompanied by the Director of Technology of the National Registry of Persons (RENAPER), Flavio Brocca, Catalán met with the Deputy Director of Aviation Security and Facilitation of the ICAO, Sylvain Lefoyer; PKD Program Officer Ciaran Carolan; and PKD Program Senior Associate Anna Dzhenkova.
As part of the meeting, the key handing ceremony was held, a formal act that implies that the country is ready to share and verify the authenticity of e-passport security certificates. This ceremony is also a public commitment to international security, as it guarantees that the country will use the PKD to protect its borders and facilitate the transit of its citizens.
The PKD is an information exchange system that allows countries to access the security certificates of other nations’ electronic travel documents. In this way, Argentina joins other countries in the world and the region, such as Chile, Brazil and Colombia, which are already using this mechanism for identifying the traveler and their biometric data.
Without the PKD, countries would have to sign information sharing agreements with each nation, making passport management and verification much slower and more expensive.
As a result of the implementation of this system, when a person presents their passport at a border, the PKD helps confirm that it is legitimate and has not been tampered with. In turn, it allows States to increase border security – by having access to a reliable database; facilitate international transit –since immigration control processes become faster given the simplification of procedures for travelers and the reduction of waiting times–; and comply with international standards.
