The initiative – announced by Governor Axel Kicillof in September, on the eve of Teacher’s Day, during an event that he led in the Golden Hall of the Government House together with the Director General of Culture and Education, Alberto Sileoni- entered through the Senate and aims to modify article 16 of the Provincial Education Law No. 13,688 to guarantee compulsory schooling from the 3-year classroom of initial educationfrom the entire primary level and until the completion of secondary school.
“Ensure compulsory schooling from the 3-year class of Initial Education, throughout the primary level and until the completion of the secondary level, providing, guaranteeing and supervising institutional, pedagogical and rights-promoting instances and conditions, which conform to the requirements of all areas of educational development”, is indicated in the proposal.
In addition, it is intended to replace subsection a of article 24, which determines that daycare centers are for girls and boys from 45 days to 2 years of age inclusive; and kindergartens, for girls and boys from 3 to 5 years of age inclusive, “with the last three years being mandatory.”
It was noted in the text that a survey will be carried out for the requirements for expanding the educational offer, with the objective of developing and implementing an Operational Plan that will aim to “progressively increase and in a period of no more than five years, the educational offer for “that all Buenos Aires girls and boys can attend the 3, 4 and 5 year old room.”
“The needs registered in the territories identified as those with the greatest socioeconomic vulnerability will be the first to be considered,” the initiative added.
The project also foresees that the investment“with the details of the budget items and the schedule of charges, which demands the extension of the obligation, in accordance with the planned Operational Plan, d“It must be incorporated into the successive General Budget Laws for the Provincial Administration starting in Fiscal Year 2025.”
When the governor announced the measure, he stated: “The last census of 2022 marked an attendance rate for 3-year initial education in the country of 64%. In the province the coverage is higher, 74%. This initiative will allow us to exceed that coverage percentage. We have been working on it for years.” Meanwhile, in a recent interview with Ámbito, Sileoni highlighted the importance of the project and specified: “In some sense, it is already being fulfilled: there are 90 districts in the province that already have all 3-year-old children in school. The idea is to make it mandatory.”
The Buenos Aires system is the second largest in America, after that of São Paulo, Brazil: it has 400,000 teachers and 80,000 assistants; 5,200,000 students; and 21,000 schools.
