The Government institutionalized the Intersectoral Table of Hydrogen

The Hydrogen Intersectoral Table will function as a space for articulation and coordination within the scope of the Economic and Social Councilwhich reports to the Secretariat for Strategic Affairs.

“We must promote the development of different technologies for the production of hydrogen from low emissionsgenerate the appropriate certification systems to be able to participate in international markets,” said Marcó del Pont in a statement.

Likewise, the official indicated that “it is necessary promote the conditions for investment projects to give rise to linkagesnot only in terms of equipment and capital goods, but also in associated knowledge-intensive services.

Through resolution 3/2023, signed by Marcó del Pont, and which will be published in the Official Gazette in the coming days, it is formalized and expands the interministerial table which, over the last few years, brought together representatives of jurisdictions and entities of the national public sector, provinces and private actors to advance in the preparation of a National Strategy for the Development of the Hydrogen Economy.

“The Green Hydrogen and Low Emissions Bill aims to promote the necessary investments to carry forward the export of resource jtogether with the development of a hydrogen economy that gives rise to the location of disbursements to integrate with national production and articulate with local scientific-technological capacities”, stated Marcó del Pont.

What will the hydrogen table do?

The regulations establish that the space for articulation and coordination will allow deepen the actions that were underwayadding new public and private actors to articulate proposals that allow competent jurisdictions and entities to, among other objectives:

  1. Coordinate and articulate between the different jurisdictions and public entities the actions and policies that are implemented from the National State in terms of hydrogen.
  2. Spread technical inputs, specific or transversal, related to hydrogen to the different areas of government, national and local, that make up the Board.
  3. Participate in the preparation of the National Hydrogen Strategypromoting a hydrogen economy in the Argentine Republic, consistent with the strategic plans of the different government areas that participate in the Roundtable.
  4. Promote dialogue with different actors from the private sector, civil society and the scientific and technological sector, with a horizon of construction of consensus on the ways and times in which the hydrogen economy can be deployed in the national territoryas well as gather contributions that serve the design and implementation of policies on hydrogen.

The coordination of the Intersectoral Hydrogen Table will be in charge of the Undersecretariat of Strategy for Development and of the National Directorate of the Economic and Social Council.

The articulation space will have the participation of officials and representatives of the Cabinet Office and the Ministries of Economy; Atmosphere; Transport; Science and Technology; Foreign Relations, International Trade; and work; the Secretariat of Energy and Industry; the National Agency for the Promotion of Research; YPF; and the H2AR Consortium.

Hydrogen in Argentina

In December the Government had anticipated that it would send a Hydrogen Law to encourage its development and to grant “30-year stability to hydrogen investments.” Since 2020, Y-TEC, the technological arm of YPF, leads H2ar, a consortium for the development of the economy of the hydrogen. It is a collaborative work platform, unique in the region, that seeks to innovate and promote the development of hydrogen production in Argentina.

The German company Wintershall Dea supports the efforts of the Argentine government to decarbonize the energy system. In 2022 the German company became part of the national hydrogen consortium “H2ar”a multi-sector initiative to promote the hydrogen economy in Argentina.

In November 2021, the Australian company Fortescue announced investments of US$8.4 billion for the production of green hydrogen in Río Negro. It is the largest international private investment of the century. However, the project is delayed.
