Government expands package of measures for producers

The Government announced a new package of fiscal relief measures for producers affected by the drought. The Ministry of Agriculture, Livestock and Fisheries reported that the Ministry of Economy has arranged a series of additional initiatives to those already announced to improve their scope.

In this sense, a decree of the Executive Power will be issued, whose subsequent regulation will be implemented by means of a joint resolution of the Ministry of Agriculture and the AFIP, so that the producers who are in an emergency zone and whose main activity is agricultural and / or livestock, automatically access the tax relief benefits established by the emergency law, without the need to carry out any procedure.

“Until now the producers had to get the emergency certificate and process the benefits in the banks and in the AFIP; With this resolution, with the mere fact that the province has declared and approved the emergency, they automatically access the benefits,” an official source explained to Ámbito.

In addition, the Decree will allow the AFIP to establish a plan of payment facilities so that producers affected by the emergency have the possibility of regularizing all types of fiscal debt in up to 48 monthly installments. “The amount of installments will depend on equitable conditions for the normalization of debts, considering the origin and type of debt that it intends to cancel and the evaluation of the degree of compliance with its formal and material duties,” Agricultura said in a statement.

Tax obligations and social security resources, expired or whose expiration date operates in the month of the presentation of the plan of payment facilities, together with their interest and fines, may be regularized.

In addition, by regularizing the pension debts that producers have, it will be easier for them to take bank loans, since many financial entities restrict access to financing due to the existence of unpaid pension obligations, the Government explained.

On the other hand, summonses for failure to submit sworn statements and payment of obligations, tax execution trials and the lifting of embargoes on bank accounts will be suspended; advance payment of Income Tax; and tax benefits will be granted for the forced sale of wombs.

The suspension of the income of advances corresponding to taxes on income and on personal assets will be in force until the end of the productive cycle following the one in which the state of emergency ends. These are those maturities that would have been set between February 1, 2023 and the end date of the period of validity of the state of emergency.

The deduction will also be made in the Income Tax for the forced sale of cattle so that the producers can deduct in the tax balance of the income tax, 100% of the benefits derived from the forced sale of bovine cattle, sheep, goats or pigs.

According to the Government, these decisions will help more than 60,000 producers.
