through the decree 434/2023 posted this monday august 28 in it Official bulletinhe National Executive Branch resolves the approval of a contract financing for technical cooperationor refundable between Argentina and the French Development Agency (AFD). The financing amount is €235,000and is intended to finance the “Executive Project for the Environmental Center and Technical Closure of Open Air Dumps in Tornquist“.

The decree consists of 5 articles, which are detailed below:

Article 1: Approves the financing contract model, which consists of 12 clauses and 12 appendices. The model integrates the decree as an annex.
Article 2: Authorizes the Ministry of Environment and Sustainable Development to sign the financing contract on behalf of the Argentine Republic.
Article 3º: Authorizes the Ministry of Environment and Sustainable Development to agree and sign modifications to the financing contract, provided they do not constitute substantial changes in the object or destination of the funds.
Article 4º: Appoints the Ministry of Environment and Sustainable Development as the “Executing Agency” of the project, through the Secretariat for Environmental Control and Monitoring and the Sub-Secretary for Administrative Management. These dependencies will be authorized to carry out all the operations and contracting necessary for the execution of the project.
Article 5: Orders the publication of the decree in the Official Gazette.

In summary, the decree resolves the following:

Argentina will receive financing from €235,000 of the AFD to finance the “Executive Project for the Environmental Center and Technical Closure of Open-air Dumps in Tornquist”.
The Minister of Environment and Sustainable Development is empowered to sign the financing contract on behalf of the Argentine Republic.
The Ministry of Environment and Sustainable Development is also empowered to agree and sign modifications to the financing contract, as long as they do not constitute substantial changes in the object or destination of the funds.
The Ministry of Environment and Sustainable Development, through the Secretariat for Environmental Control and Monitoring and the Undersecretariat for Administrative Management, will be the “Executing Agency” of the project.
