AFIP updates VAT payment on account for wheat milling

In addition, a semiannual adjustment mechanism for the fixed amount is established, which will be carried out based on the variation in the CPI published by INDEC.

Through the General Resolution 5438/2023 of the Federal Public Revenue Administration (AFIP) the payment regime on account of value added tax (VAT) borne by the users of the wheat grinding.

The payment on account regime establishes that users of the wheat milling service must make a payment on account of the VAT corresponding to the flour they withdraw from the milling plants. The amount of the payment on account is determined by multiplying 60% of the kilograms of wheat that enter the plant by a fixed amount.

Now, the aforementioned general resolution modifies the fixed amount of the payment on account, which becomes $2.75 for each kilogram of wheat that enters the plant. In addition, a semiannual adjustment mechanism for the fixed amount is established, which will be carried out based on the variation in the Consumer Price Index (CPI) published by the National Institute of Statistics and Censuses (INDEC).

The general resolution comes into effect on November 1, 2023 and will apply to flour withdrawals made after that date.

The changes introduced by the resolution are the following:

  • The fixed amount of the payment on account becomes $2.75 for each kilogram of wheat that enters the plant.
  • A semi-annual adjustment mechanism for the fixed amount is established, which will be carried out based on the variation in the CPI.
  • The general resolution comes into effect on November 1, 2023 and will apply to flour withdrawals made after that date.
