Government launched an action plan to prevent corruption in the National Executive

Through the Decree 591/2023, published this Tuesday in the Official bulletinapproves the National Integrity Strategy (ENI), an action plan to promote integrity and transparency in the National Executive Branch.

The decree consists of 5 articles, which establish the following:

Article 1: Approves the report “FROM THE NATIONAL ANTI-CORRUPTION PLAN TO THE NATIONAL INTEGRITY STRATEGY: STRATEGIC PLANNING OF THE INTEGRITY POLICY OF THE NATIONAL EXECUTIVE POWER”, which describes the background and foundations of the ENI.

Article 2: Approves the ENI, which consists of 10 strategic axes:

  • Axis 1: Institutional strengthening
  • Axis 2: Public ethics
  • Axis 3: Transparency and access to public information
  • Axis 4: Accountability
  • Axis 5: Prevention of corruption
  • Axis 6: Education and awareness
  • Axis 7: International cooperation
  • Axis 8: Sustainable development
  • Axis 9: Citizen participation

Article 3: Urges the highest authorities of the Jurisdictions and Entities of the National Public Sector to incorporate initiatives in the “NATIONAL INTEGRITY STRATEGY MODULE” of the INFORMATION SYSTEM MAP OF STATE ACTION.

Article 4: It establishes that the monitoring of the ENI will be coordinated and controlled by the Anti-Corruption Office (OA) and the Secretariat of Management and Public Employment of the Chief of Staff of Ministers.

Article 5°: Establishes that the OA and the Secretariat of Management and Public Employment will prepare an annual report based on the information recorded in the “NATIONAL INTEGRITY STRATEGY MODULE”.

The decree also invites Congress, the Judicial Branch of the Nation, the Public Prosecutor’s Office, the Public Ministry of Defense and the Judicial Council to dictate regulations of a similar nature to the ENIand the Provinces and the Autonomous City of Buenos Aires to dictate regulations of a similar nature in their respective jurisdictions.

The approval of the ENI It is an important step to promote integrity and transparency in the National Executive Branch, since it establishes a series of objectives and concrete actions to prevent lto corruption and promote public ethics. Monitoring and evaluation of the ENI will be essential to ensure its success.
