The Government expanded the 2024 Budget with a focus on debt, ANSES, disability, pensions and the Armed Forces

The Executive Branch signed a modification of the current Budget “in order to guarantee the continued functioning of the National State.” The measure, it is clarified, is of an “urgent” nature.

The Government modified and expanded the Budget 2024 which is in force, with a focus on debt, ANSES, disability, pensions and the Armed Forces. This was done this Monday through Decree 594/2024 published in Official bulletin.

The document clarifies that it is “necessary and urgent” to modify the current budget, “in order to guarantee the continued functioning of the NATIONAL STATE.” The decree is signed by all government officials.

It is also clarified that the budget adjustment includes, among other things, “the reinforcement of the credits for personnel expenses, in order to meet current needs in terms of salaries, operating expenses, equipment, as well as credits for payment of subsidies, scholarships, compensations, various transfers and expenditures that contribute to the fulfillment of the mission of the Jurisdictions and Entities of the National Administration.”

Budget 2024: what were the main modifications?

  • The budget of the National Agency for Disability, an agency under the Ministry of Health, was increased in order to cover subsidies for haemophiliacs and non-contributory pensions with their corresponding medical benefits.
  • Increase the budget of the Federal Police Retirement and Pension Fund to address the needs associated with retirement and pension care following the salary increase at the end of May.
  • Strengthen the budget allocated to the cancellation of judicial debts of pension origin corresponding to final judgments notified between August 1, 2022 and July 31, 2023.
  • Recomposition of the assets of retired and pensioned workers in the Armed Forces following the salary increase at the end of May.
  • The ANSES budget for the payment of pension benefits is increased in order to incorporate the effect of the application of the Pension Mobility Law.
  • Increase family allowances.
  • Strengthen transfers to the NATIONAL INSTITUTE OF SOCIAL SERVICES FOR RETIREES AND PENSIONERS (INSSJP).
  • Strengthen unemployment benefits.
  • Strengthen and modernize the equipment of the Armed Forces by reallocating the budget to FONDEF (National Defense Fund)
  • An additional income is provided as a contribution to the Treasury by the National Communications Agency, which depends on the head of ministers.

Budget 2024: Clarifications on the reallocation of funds

As established in the decree, all budgetary allocations intended to finance capital expenditures and advances to suppliers and contractors of the jurisdiction, entities and companies that operate under the jurisdiction of the MINISTRY OF DEFENSE, are part of the NATIONAL DEFENSE FUND (FONDEF). Up to FIVE PERCENT (5%) of said allocations may be used for the acquisition of goods for use necessary for the operation and administrative support of the jurisdiction.

A fiscal quota of $150,000,000,000 is also added to be assigned to the benefits of the Knowledge Economy. The enforcement authority of said law will assign the tax quota in accordance with the guidelines provided, taking into account for such purposes the impact of the benefits granted to the different categories of registered companies, promoting a greater attention to smaller companies.

And finally, the income is provided for as a contribution to the National Treasury of 4,000,000,000 by the National Communications Agency, dependent on the BUDGET SUBSECRETARY of the TREASURY SECRETARY of the MINISTRY OF ECONOMY in TWO (2) equal installments due on September 30 and December 15, 2024.
