Until when is there time to register?

The Resolution 90/2024 on Energy establishes that about 1,700,000 users who were automatically incorporated into the RASE as low-income households (N2), must re-enter the system individually before the Next August 5th.

Households are divided into three categories based on the income levels they receive according to the subsidy segmentation in force since 2022:

  • High income (N1)
  • Low income (N2)
  • Average Income (N3)

The latest official data show that there are 5.3 million N1s, 8 million N2s and 2.7 million N3s.

Those who do not complete the procedure will be classified as N1 and, therefore, will lose the electricity subsidy.

In the case of gas, the regulatory body (Enargas) has more information because the subsidy is granted at a national level, so the Government has more tools to “clean it up.”

How to avoid losing electricity and gas subsidies?

Regarding the RASE, the residential user in charge must complete a sworn statement and, if the procedure has already been completed, the person can update the information.

Before starting it is important to have the meter number and the Customer/Service/Account/Contract number or NIS which are on the electricity and natural gas bill via the network.

  • The last copy of your ID.
  • The CUIL number of each member of the household over 18 years of age.
  • The out-of-pocket income of each household member over 18 years of age.

Current regulations categorize as N1 families that receive income of up to 3.5 times the value of the basic basket.

Since August, the threshold from which subsidies cannot be requested is from $3,056,092 monthly family income.

For those households located in the district of Patagones (Buenos Aires), Chubut, La Pampa, Neuquén, Río Negro, Santa Cruz or Tierra del Fuego, the total monthly income to not belong to the highest income segment must be equivalent to or less than $3,728,431 per month.

What is RASE and who is included?

Decree No. 332/2022 proceeded to the creation of the Registry of Access to Energy Subsidies (RASE)under the orbit of the Undersecretariat of Energy Planning of the National Energy Secretariatin its capacity as Enforcement Authority, in order to proceed with the preparation of a register of beneficiaries, based on the information obtained from the sworn declarations that they must complete, among other aspects.

This regulation established, as of June 2022, a regime of segmentation of subsidies to residential users of electricity and natural gas services by network, with the aim of achieving reasonable energy values ​​that can be applied with criteria of justice and distributive equity.

The energy subsidy segmentation regime includes THREE (3) levels:

  • High-income service users (N1)
  • Low-income service users (N2)
  • Middle-income service users (N3).

Among the users incorporated in Level 1 are, in addition to high-income service users, users who have not completed the RASE registration form or have decided to waive the subsidy, after having made a request and having been categorized as N2 or N3.

In turn, the RASE is made up of users who have requested to maintain the subsidy, and are at levels N2 and N3.

Who can register and when is the deadline?

All residential users of electricity and natural gas services through the network who want to maintain the subsidies, including those people who receive a retirement pension and/or are beneficiaries of social programs such as the Universal Child Allowance, Progresar and Potenciar Trabajo, have until August 5 to register.

One application must be completed per household.

Only people over 18 years of age, whether or not they are service holders, may complete the form requesting the subsidy for a gas meter for a single home.

What are the exceptions to registration?

There are two cases in which you do not have to fill out the registration form:

  • If you are dependent on electricity, you do not have to complete the process to apply for the electricity subsidy, but you do have to do so to apply for the gas subsidy.
  • If a public benefit entity operates in your home, you are not required to complete the procedure.

Yes, even if you are not the owner of the property where you live, you will be able to apply for the subsidy as a user of the services.
