The regulations establish that “the functions of coordination and technical execution of programs and projects with multilateral, bilateral or regional external financing and/or public-private participation projects, which are within the scope of the Ministry of Economy”.

Public Works: What role will these secretariats play?
In this regard, the resolution specifies that these secretariats and undersecretariats will exercise “the powers to award contracts within the framework of bidding processesto sign the contracts and/or the respective modifications, as well as to issue the pertinent acts for the technical execution, which are necessary for the execution of the programs and projects with multilateral, bilateral or regional external financing, each within the scope of its competences.”
In turn, they granted him “the power to sign agreements with provinces, municipalities and/or other entities and organizations, that are necessary for the execution of programs and projects with multilateral, bilateral or regional external financing, each within the scope of its competences.”
These secretariats will be those that delegate to their respective undersecretariats the powers that they determine necessary for the correct and efficient execution of programs and projects under its jurisdiction.
“The Undersecretariat of Administrative Management of Infrastructure dependent on the Legal and Administrative Secretariat of this Ministrywill have the power to approve, in the area of territorial development, habitat, housing, public works and transportation, the contracting of individual consulting services financed within the framework of programs and projects with multilateral, bilateral or regional external financing,” the regulations state.
Public Works: why the Ministry of Economy made this decision
In the recital, the Ministry of Economy alleges that it took this decision “at the “in order to guarantee the validity of the principles of speed, economy, simplicity and efficiency in the procedures”for which reason “it is considered appropriate that said Secretariats and Undersecretariats exercise the powers to award contracts within the framework of the bidding processes, as well as to sign contracts and/or modifications that are necessary for the execution of the aforementioned programs and projects.”
Public works: in which projects can the secretariats intervene?
Through the annexes of the resolution, the Ministry of the Economy indicated the projects in which each secretariat and its respective undersecretariat can intervene.
- Public Works will be responsible for the execution of the Multisectoral Program to Strengthen the Public Investment Cycle, of the Inter-American Development Bank (IDB).
- The Undersecretariat of Public Works and Services will be responsible for these projects:
Walk of the Lowwith financing from the Development Bank of Latin America and the Caribbean (CAF); Sanitary Infrastructure Program; Municipal Investment ProgramIDB; University Infrastructure Program II “Phase B”; University Infrastructure Program “Phase IV”; Municipal Infrastructure Development Program – Stage I; – Program to Strengthen Health Infrastructure for Penitentiary Units and Border Health Units, with financing from the Central American Bank for Economic Integration (CABEI); Program to Support Community Infrastructure in Popular Neighborhoods in the Socio-Health Emergency; and the Program to Strengthen Protection Actions against Gender-Based Violence.
