Argentina faces a busy week in relation to online betting: in the midst of the streamer scandal Spreen, which investigates the content creator and the technical director, Cristian Fabbianifor “attracting bettors on an illegal platform”, the Chamber of Deputies advances in parallel to obtain the signature of opinions on projects that seek to combat the Gambling addiction and the phenomenon of cyber gambling.
In detail, the initiative is debated from 9:30 in a plenary session of the committees of Prevention of Addictions and Control of Drug Trafficking, Social Action and Public Health, Communications and IT, Criminal Legislation and Families, Children and Youth. the commissions for Addiction Prevention and Drug Trafficking Control, Social Action and Public Health, Communications and IT, Criminal Legislation and Families, Children and Youth. According to a study by the Ombudsman’s Office of the Province of Buenos Aires, at least 12.5% of young people between 15 and 25 years old have bet online at some point.
Deputies seek to advance with projects against online gambling
The plenary session of commissions was scheduled for last Thursday but the meeting had to be delayed because the heads of Criminal Legislation, Laura Rodríguez Machado (PRO), and Families, Roxana Reyes (UCR), asked for more time to analyze the projects with advisors. In this way, since 9:30 the Lower House is already debating the projects in search of an opinion.

After the plenary session it will be known if there is a ruling for the project to be brought down to the floor for debate.
In detail, there are two legislative proposals that are gaining the greatest momentum: one is positioned as a candidate to be the majority and is the one promoted by theCivic Coalition (based on a project Maximiliano Ferraro) next to Union for the Homeland, Federal Meeting and the recently independent radicals under the name of “Democracy Forever”. On the other hand, the PRO and La Libertad Avanza will sign a “lighter” opinion taking as reference a draft of Silvana Giudici.
“My desire is to achieve a majority of signatures in the five committees. I need half plus one of all. Let’s wait, I’m working on it. Let’s see what the temperament is“, said the president of the Addiction Prevention Commission (head of treatment), Mónica Frade (Civic Coalition) to the NA news agency.
The opposition project against online betting
The proposal presented by the Civic Coalition seeks to advance with a more decisive text. The initiative prohibits the advertising, promotion and sponsorship of online gambling of any kind, including those made by influencers, entertainment celebrities, athletes, sports institutions, posters in stadiums, etc.
In this way, advertising will be allowed only within casinos, bingo halls, racetracks, other betting houses or lottery agencies. In this sense, this could mean a hard blow to Argentine football: both the Professional Football League and the 28% of the teams in the highest category of this sport – including River and Boca – have online casino advertising.
Another of the salient points of the project is that limits the means of payment to the use of debit cards with a limit equivalent to that allowed for withdrawals at ATMs, prohibiting the use of credit systemsas well as those social assistance benefit cards.
Regarding the use of walletsare authorized but have the same limits as payment with debit cards. Furthermore, it prohibits the granting of bonuses or recruitment vouchers to welcome and encourage gambling.
Another major problem that the project seeks to stop is the access of minors to these platforms. In this way, it is proposed biometric identification of users at the beginning of each session and after a while of playing, using the database of the National Registry of Persons (RENAPER) to validate identity remotely, through facial recognition.
At the same time, online gaming platforms and systems are required to meet a series of security requirements. responsible betting that allow consumers to access true information about the practices in which they participate, their user history, time spent online, self-exclusion mechanisms, the possibility of establishing time and money limits and alerts, and help and assistance sections.
Another key aspect of the project is that it seeks to create a national voluntary self-exclusion registry. This will help the person who believes they have problems with gambling to self-exclude for up to 24 monthsand establishments and online platforms must enforce this prohibition.
The project establishes sanctions of penalties and fines for non-compliance by the owners and third parties involved. For example, the penalties of the article are increasedor 301 of the Penal Code establishing a range of 3 to 10 years in prison.
Justice will investigate Cristian Fabbiani and the streamer Spreen for possible illegal bets
After the debut of the streamer Iván Buhajeruk – better known as Spreen -, Justice decided to investigate the Deportivo Riestra coach, Cristian Fabbiani, and the content creator himself for “attracting bettors on an illegal platform.” The young man played only 55 seconds and was substituted without having touched the ball.

As confirmed by Buenos Aires Public Prosecutor’s Office, the Prosecutor’s Office Specialized in Games of Chance (FEJA), led by Juan Rozas, “initiated an ex officio case to investigate whether yesterday, on the occasion of the football match between Riestra and Vélez, the coach and Spreen had the purpose of recruiting bettors on illegal platforms“. Along these lines, the prosecution has already asked the Corps of Judicial Investigations (CIJ) evidentiary measures.
The influencer was a starter in the match in which “Malevo” received the championship leader, Vélez Sarsfield, at the Guillermo Laza stadium. It was all about a marketing campaignlargely enhanced by drinking energizing Speed.
The action raised a lot of controversy, and finally, the Bajo Flores team apologized. Various local soccer protagonists criticized what happened, such as Vélez forward Braian Romero, the president of Estudiantes de La Plata, Juan Sebastián Verón, and River’s full-back, Marcos “Huevo” Acuña.
