Javier Milei made it clear to Mauricio Macri who owns the pen for assembling the ballots throughout the country and exposes the PRO to an electoral assembly alone. Javier Milei’s formula

With José Luis Espert staggering as a possible head of the ticket in the province of Buenos Aires, the interest of the ruling party in an eventual agreement with the former PRO gubernatorial candidate is on the rise. An eventual break with Macrismo at the time of going to the polls would favor Axel Kicllof in the mid-term election with a national projection towards 2027. A risk that is too high for the Government taking into account the instability and political fragility that the ruling party hides behind of macroeconomic data.
Milei and Macri are leading a low-intensity political war in the face of an eventual electoral front between La Libertad Avanza and the PRO in 2025. The Casa Rosada tried without success to achieve consensus to eliminate the PASO since the definition of candidates would remain prey to the pen of Javier Milei without another institutional mechanism to define the names on the ballot in a negotiation with Macri.
“Milei has the pen, Macri does not,” warns an official who works alongside Patricia Bullrich. The libertarian PRO led by the Minister of Security positions itself as the one-stop shop to receive Macri leaders who seek to accommodate the La Libertad Avanza tickets. The thing is that PASO orders in the opposition what Javier Milei’s pen decrees in the assembly of the ruling party’s lists. That is the key to Milei’s project that also promotes atomization in Peronism.
The PRO offer
While Milei offers a national agreement, Macri aspires to a macro agreement that in principle covers CABA and PBA. With a 70-30 scheme for the PRO on the Buenos Aires ballot and a 70-30 for La Libertad Avanza in the province of Buenos Aires. While Macri is not defined to head the ballot for national senators, the libertarians have already posted posters with the candidacies of Karina Milei and Manuel Adorni and do not even rule out Bullrich in a scenario of breakup with Macri.
Without calling for extraordinary sessions, the project to eliminate the PASO loses the possibility of being debated in the middle of an electoral year. It also does not have enough support from the rest of the blocks. The PRO of Cristian Ritondo already anticipated that he does not endorse the initiative and recalled that María Eugenia Vidal already presented her own project: primaries, open and simultaneous but not mandatory.
