Why do only 20 percent of officers work up to 67?
Günther Jauch asked civil servants in the TV Quadrell of Chancellor candidates. The answer surprised – and only Olaf Scholz knew her.
A touch of “Who is getting a millionaire?” Waberte through the TV Quadrell. On Sunday evening, moderator Günther Jauch presented the party leaders a question in a quiz show style: “What percentage of officials work up to the legal age limit?” The answer to this surprised both the spectators and the candidates-only chancellor Olaf Scholz knew them.

Only Olaf Scholz (SPD) called the 20 percent share – and was the only one of the candidates correctly. “Then they would be one round,” said Jauch. “This is my plan at all,” replied Scholz. Jauch then criticized the small proportion and made a comparison to the free economy.
But why is the proportion so low? And how many other employees retire earlier?

It can be assumed that the question referred to 2023. According to current figures from the Federal Statistical Office, only 20 percent of employees in the public service up to the legal age limit of 67 years.
59 percent either retired prematurely or were able to retire due to special regulations, for example for professional soldiers. 18 percent were retired due to inability to work. The remaining early pension entries accounted for for early retirement regulations or other reasons.
What partially explains the small proportion: certain groups of civil servants enjoy special regulations. For example, if you have worked for the police, the fire brigade or the prison service, you can retire with 62 or 63 without a discount.
In addition, the pension payment, referred to as a retirement content, is usually significantly higher than the pension for “normal” employees. The average retirement content in 2023 was a gross 3240 euros, the old -age pension was an average of 1543 euros a month after at least 45 years of insurance.
One reason for the big difference is that the retirement content is calculated based on the last – and therefore the highest – covers. Anyone who can expect a high pension potentially go into retirement earlier.
In addition, 18 percent of the newly retired officials were retired in 2023 due to inability to work. This enables a pension without deductions – and entry far before the legal age limit.
When does the rest of the population retire?
The difference between civil servants and “normal” workers is great, but the proportion of early retirement in non-officials is also surprising: According to one, around half of the employees in Germany have applied for the legal pension before the actual retirement age.
