According to the regulationsfinancial entities and payment service providers who wish to offer this option must meet a series of requirements. Among them, using a regulated QR code, enabling debit payments in account or payment accounts and obtaining the prior authorization of the BCRA.


In additionthe VQR system will only process travel requests generated by authorized interoperable digital wallets by the Central Bank, with the aim of guaranteeing its integration into the regulated payment ecosystem.
The administrators of these schemes must register in the “Registry of Payment Services” of the BCRA and adjust to the provisions established by the agency. To obtain the authorization, the wallets must present, through the application of the Payment Services Suppliers, A certification that proves its successful integration with a QR administrator previously registered in the BCRA.
In turn, QR administrators will have a period of 30 business days to integrate with any digital wallet that requests it, thus guaranteeing the interoperability of the system.
In addition, each wallet must include a specific VQR button in its interface, clearly differentiated from other payment options, and respond in real time to travel authorization requests.
QR payments by public transport: the detail of the regulations
- Use the QR code regulated in the “Consumer Present” modality and allow defection payments in account or payment accounts.
- Be registered as an interoperable digital wallet and obtain the authorization of the BCRA.
- Adjust to the regulations of the BCRA and CIMPRA, without offering other functionalities with QR for this purpose.
- Integrate only with interoperable digital wallets enabled by the BCRA.
- Register in the “Registry of Payment Services Suppliers” if they act as VQR administrators.
- Comply with integration terms of 30 business days between wallets and administrators QR.
- Issue certifications that confirm the technical integration between wallets and administrators.
- Guarantee the operability and flow of payments between wallets, QR administrators and transport operators.
- Additional technical specifications will be published by Cimpra.
- The VQR system will be available from 05/12/25, date from which wallets can offer the service.
The established term guarantees that all the wallets entering the business have the time necessary to comply with the standard defined by the Central Bank.
