The draft of a new law on the funeral business involves the regulation of prices for basic funeral services. Today, prices in this area are not regulated in any way, many private unscrupulous companies operate on the market, which fabulously inflate prices, Svetlana Razvorotneva, deputy chairman of the State Duma Committee for Construction and Housing and Utilities, who participated in the work on the initiative, told Izvestia.
“Market regulation should lead to stabilization of prices for ritual services, which today are often fabulously overestimated by unscrupulous organizations, and often refuse to provide them for free to those in need,” said Svetlana Razvorotneva.
On February 10, the draft of the new law was submitted to the expert council of the United Russia faction in the State Duma. According to this document, the maximum cost of guaranteed burial services will be set in each region. These include: paperwork for burial, provision of a coffin and other necessary items, preparation of the body of the deceased, transportation of the remains of the deceased, burial or cremation with subsequent burial of the ashes.
The project also assumes that marginal prices are set for the arrangement of burial sites (preparation and burying of the grave, installation of tombstones, etc.) and for their care.
A certain list of guaranteed burial services will be provided to the population free of charge. And companies will then be able to receive compensation from the authorities in accordance with the established marginal cost of these services.
The document also assumes that the interaction of ritual agents with relatives of the deceased before they contact the points of acceptance of orders will become unacceptable. After the adoption of the law, it is planned to amend the Code of Administrative Offenses, involving fines, as well as deprivation of the right to work in the funeral business in case of violation of this rule.
According to the new document, ritual agencies will receive special work permits, after which they will be entered in a register indicating the services they provide and prices for them. The project also involves the creation of a list of unscrupulous organizations. The registers will be available to all citizens.
“Only approved companies will be allowed to work. Taking into account the fact that only legal organizations will receive permission, today’s lawlessness will simply be impossible, including in terms of pricing, ”says Doctor of Economics, Professor Leonid Chernyshov.
It is assumed that the new law will be adopted to replace the existing one, which has been in force since 1996.
