The Government established some modifications where packages of up to 50 kilos per piece can be imported and exported. How it works and when it is valid.
The Customs Collection and Control Agency (ARCA) made official General Resolution 5,631/25, published in the Official Gazette, which introduces modifications to the courier system. The new regulations allow the import and export of packages up to 50 kg per piece, regardless of the total weight of the shipment, thus eliminating limits that restricted the operation.

Likewise, a new economic cap for each shipment, set at US$3,000 (FOB value)applicable to both imports and exports carried out by registered natural or legal persons. Additionally, for imports intended for personal use, a franchise of 400 dollars was established, which exempts the payment of taxes for that amount and significantly reduces tax costs compared to the previous regime.
The document states that ARCA’s mission is “facilitate international trade and ensure clarity in customs procedures and formalities”, with the purpose of improving fluidity and accessibility in commercial operations.
Other clarifications:
- It will not be mandatory for the recipient to have an electronic tax address.
- The PSP/Courier must digitally preserve the delivery certificates for five years after the tax statute of limitations.
- The measure was made official with today’s publication in the Official Gazette.

In addition, it includes a deductible of $400 for personal imports, on which only 21% VAT is applied to the surplus. On the other hand, the door-to-door system offers a much smaller deductible, $50, and taxes the surplus at 50%.
Another advantage of the courier regime is ldirect delivery to the recipient’s homewithout the need to carry out in-person procedures at Customs. In contrast, the door-to-door system may require the package to be picked up at a branch and additional procedures to be completed.
This change also benefits companies that need to import essential products or spare parts whose value exceeded the limits of the previous system.
