The mayor of Montevideo denied that there was a “systematic lack of response” to the requests of the Departmental Board.
This Thursday, the mayor of Montevideo, Caroline Cossepresented his defense in writing before the Constitution and Legislation Commission of the Senatewhich began a political trial against him, promoted by opposition councilors of the Departmental Boardwho maintained that there was a “systematic lack of answers” to their requests by the hierarch. The departmental opposition had proposed this impeachment trial on October 7, 2022, after Cosse did not appear in the room to make known his reasons for not responding to the requests for reports. About this, the owner of the Municipality of Montevideo (MI) insisted in the 20-page document that a response was given to all requests for reports during the period between 2020 and 2022 and that, therefore, the summons to the courtroom “had no purpose”.


For Cosse, the call of the councilors, who rely on article 285 of the Constitution, “does not verify the normative assumption that requires the personal appearance of the mayor or the mayor”, therefore “there was no fault“, either “serious violation of the Constitution”.
According to the mayor, the promotion of the current political trial is “based” on “attack and undermine” his management, something that, in his opinion, “is absolutely inappropriate, wrong, and at the same time irresponsible” by the actors involved in it.
Cosse recalled that the IM is the best ranked mayor within the National Index of Transparency and Access to Information of the agesic (Electronic Government Agency and the Information and Knowledge Society), and publishes 100% of the resolutions on its website.

For this reason, it understands that “the request for this political trial is a meaningless process”, as well as “a terrible example of how the constitutional mechanisms of guarantee and control of the citizenry should be used”, therefore, it requested that the Chamber of Senators “archive these proceedings by sending a message to the political system of prudence and adherence to republican values.”
