The FH Campus Linz took up this question in the 15th edition of “Public Management Impulse”. At the conference at the end of November, almost 300 participants addressed, among other things, the big question of what benefits and dangers the rapid advances in technology pose. The complex topic was discussed intensively in several lectures, expert talks and discussion groups by top-class experts.
Franziska Cecon, who organized the event, points out the particular sensitivity in the public sector, such as the security of citizen data or the issue of fundamental rights. “Digitally compatible laws” are often still missing. The question of who or what makes which decisions is also often unclear.
Diverse areas of application
At least theoretically, AI can be used at all administrative levels – for example in document analysis, fake news detection, geodata classification or predictive models.
In the classic administrative area, Hans Werner Streicher, an expert in digitalization and administrative procedures for the state of Upper Austria, sees great potential, especially in the process automation of administrative procedures. “The demographic development of the employee structure in public institutions and on the labor market alone forces new process considerations,” says Streicher.
