Concerned about the conditions of the Uruguay for the development of green hydrogen as an alternative source of energy, Construction Chamber I request the Catholic University (UCU) a report that also includes opportunities and challenges for the sector.
The report was prepared by a team from Energy and Sustainable Development Observatory from the UCU that they integrated Federico Ferrés, Alejandro Perroni, Santiago Mullin, Felipe Bazarrica, Gonzalo Rasabal, Carlos Zamorín, Ignacio Estrada and Lorena de Quiara.
It analyzes that the development of the green hydrogen and derivatives in Uruguay is strongly conditioned by the development of exogenous factors. These include access to international financing, regulations from third countries or organizations, geopolitical context, and international prices, among others.
The document suggests working on internal factors in the three axes analyzed as Infrastructure, Water resources and Regulatory framework to be competitive and have clear rules of the game.
It is also recommended to work in the long term with the intention of reaching 2030 with significant investments in ports, electrical networks, and pipelines, which will depend on the technological development and the evolution of markets.
It is also suggested to review some rules of the electrical marketparticularly, the criterion of network remuneration, and connection to it, integrating the concept of flexible demand into the regulations.

The Uruguayan State will not participate in the investment in the HIF Global project.
“The basic condition is to have competitive renewables what in Uruguay there is. The great challenge is to have a value chain that is more competitive than other countries because the market green hydrogen It is a global market. “He green hydrogen appears as a response in the fight against climate change. Countries that are committed to zero emissions typically have a time horizon of 25 or 30 years. We see that it is a very great complement to the current productive sector and that it can attract investments, create employment and innovation and all based on exports, which is good for the country” added the technician.
For construction, an opportunity
For his part, the president of the Chamber of Construction, Alejandro Ruibal, he remarked in an interview with Ambit the importance of this investment for the country. “I don’t see an alternative to increase the economy growing of this country, which is one of the things that many politicians have been raising. “State investment is necessary, most of it is private investment, what the State has to do is generate the conditions, the appropriate regulations, modernize, facilitate the transportation of energy, dynamic demand… these are things that must be discussed thoroughly,” added Ruibal.

Regarding the participation of the construction industry in the projects that are currently in the pipeline, Ruibal considers that it will be important when they move to the construction phase in civil works and assembly work, but also in the manufacturing plants. solar or wind generation or other infrastructure works such as railways, roads or bridges.
