17 municipalities declared a state of emergency. Evacuation measures were carried out in the city center of Regensburg during the night. The situation was also tense in the district of Rosenheim. Heavy rainfall was again expected in the south during the night, and the rain should ease on Tuesday, according to the German Weather Service (DWD).

According to the flood intelligence service, the peaks were expected at several gauges along the Danube during the night or during the course of Tuesday, including Regensburg, Straubing, Deggendorf and Passau. The floodwaters receded particularly on the southern tributaries of the Danube.

In Regensburg, around 200 people had to leave their homes late in the evening. The affected street is in the city center directly on the Danube. The ground there has been severely softened by the high groundwater level, a spokeswoman said. This means there is an immediate danger “that the flood protection elements will no longer have any support, will suddenly fail and the street will be flooded.”

Flood protection measures were still underway in Straubing and in the Deggendorf district, for example in the communities of Niederalteich and Metten.

The old town of Passau has been largely closed to car traffic due to the flooding. Only residents are allowed to drive into the old town, and access is only possible via the pedestrian zone. Passau is repeatedly particularly badly affected by flooding. The three rivers Danube, Inn and Ilz flow together in the Lower Bavarian city.

Onlookers caused problems for emergency services in some places. Several authorities appealed to citizens not to enter cordoned-off areas, to stay away from dams and to follow the instructions of emergency services.

Two dead

The DWD expected a small glimmer of hope in the weather on Tuesday: after heavy rain and thunderstorms were expected to occur overnight south of the Danube and in the Bavarian Forest, the sun should also appear during the course of the day. In the Alps and the Bavarian Forest, there could be “thick clouds and some rain in places at first,” it said. Temperatures in Bavaria are expected to be between 19 and 25 degrees.

At least two people died in Upper Bavaria in the floods of the past few days. In Schrobenhausen, a 43-year-old woman died in the basement of a house. In Pfaffenhofen an der Ilm, a firefighter died on duty. Another firefighter was still missing in Offingen in Swabia. The 22-year-old capsized in a boat with other emergency personnel. The others were able to save themselves.

People also died in the floods in Baden-Württemberg. Firefighters recovered two bodies from a drained cellar in Schorndorf in the Rems-Murr district.

On Monday, the floods caused by storms and heavy rain still had a firm grip on large parts of the region around Stuttgart, as well as in Upper Swabia and the Allgäu. While the rescue services there were still working tirelessly against the masses of water, there were slight signs of relief on other rivers. Over the course of the day, however, the flood situation was downgraded in several affected communities – and people were able to return to their homes.
