Another dog bite with serious consequences occurred in Upper Austria: On Tuesday evening, a 23-year-old from Steinerkirchen an der Traun (Wels-Land district) came home at around 7:50 p.m. When he opened the door behind which his father’s German shepherd was sleeping, the animal was frightened. The German shepherd jumped up and bit the 23-year-old in the face. The man was seriously injured and had to be taken to the Kepler University Hospital by rescue helicopter.
Resolution in the state parliament
After the number of dog bite incidents has increased in Upper Austria in recent months, a new law on dog ownership is to be passed before the summer. The final discussions on this took place in the subcommittee yesterday, and the draft law could be passed in the state parliament on July 4.
“Upper Austria is getting the most modern dog ownership law,” said Animal Welfare State Councillor Michael Lindner (SP) yesterday after all parties represented in the state parliament had agreed on the draft law.
More responsibility for owners
The law will mean that bull terriers, American Staffordshire terriers, Staffordshire bull terriers, Dogo Argentino, Pit Bull and Tosa Inu will be subject to higher training requirements and will require dogs to be muzzled and kept on a leash in public spaces. In addition to providing proof of expertise, dog owners will be required to complete a suitability test for everyday use with their dog. This test can only be taken by qualified dog trainers.
“The standard of care for dog owners has been raised. Everyone must be aware of the responsibility that comes with keeping a dog,” said VP parliamentary group leader Christian Dörfel about the amendment to the law.
In addition, Upper Austria will be getting a cross-municipal dog register, which will provide an overview of all dogs registered in the state. In the event of incidents, the municipalities will be able to intervene earlier. “The new administrative burden for the municipalities must be kept in mind,” says FP parliamentary group leader Herwig Mahr, who is critical of over-regulation. It remains to be seen what the new law will look like in practice.
