The proposal received 17 votes in favor, zero against and 11 abstentions among the States who participated in the extraordinary meeting. In addition, there were five members absent, including Venezuela.

The 17 countries that voted in favor of the Permanent Council resolution were: Argentina, Canada, Chile, Costa Rica, Ecuador, El Salvador, the United States, Guatemala, Guyana, Haiti, Jamaica, Panama, Paraguay, Peru, the Dominican Republic, Suriname and Uruguay.

And the 11 abstentions were Antigua and Barbuda, Barbados, Belize, Bolivia, Brazil, Colombia, Dominica, Grenada, Honduras, Saint Kitts and Nevis, and Saint Lucia.
