The Chamber of Commerce and Services of Uruguay (CCySUy) The Ministry of Labor prepared its half-yearly report on the labor market and detailed that labor conflicts during the first six months of this year were reduced by almost half compared to the same period last year.
He global conflict index – prepared by the Department of Social and Work Psychology of UCUDAL and which relates the days and hours of work lost due to conflicts with those that could normally have been worked – showed the average was 53.07, while the same period last year had resulted in 107.8.
The report states that during the first six months of the year, between January 1 and June 30, 2024, 42 conflicts were recorded that caused interruptions in activities, including two general strikes. “These conflicts resulted in the loss of 530,145 working days and affected 613,188 workers,” the report specifies.
The report also pays special attention to the fact that presidential elections will take place in October, a key factor in determining the labour climate for the rest of the year.

Regarding the reasons for the conflict, the report highlights that the “working conditions“They are the main cause of lost working days, representing 67% of the total.
In second place is the “other” category with 22%, followed by “union recognition” and “employment” with 4% each, and finally, “wage demands” represent 3%.
On the other hand, the sector with the most lost days was the construction With 55%, in second place is the education sector with 18%, while in third place is the public administration with 14%.
In fourth place is the “other” category with 7%, while transport and industry are in fifth place with 3%.
The conflict in 2023 was the worst in 20 years
Last year, the index showed an increase of 14.43% in 2023 compared to the previous year, while compared to 2015, the increase was 2.44%.
A breakdown of the Chamber’s labor conflict indicator showed that between January 1 and November 30, 2023, 118 conflicts with interruption of activities were recorded, including 5 general strikeswhich resulted in the loss of 1,564,621 working days and the participation of 1,700,870 workers.
19% of the total conflicts corresponded to 22 occupations of workplaces. “This indicates that, despite the implementation of the Urgent Consideration Law (LUC)workers continued to carry out occupations,” the CCySUy highlighted in its report last year.
