Mercosur: the government of Javier Milei reduced the rates for some merchandise

He Common Market Council made official the list of exceptions to the tariff charged to transport merchandise in the countries included in Mercosur and the list of exceptions on export refunds. It was done through Decree 908/2024 published in the Official Gazette this Wednesday.

According to the document, “it is timely and convenient in order to balance the levels of incentives for production, as well as the competitiveness and improve the price that consumers access to certain goods”.

In this sense, the following was established:

Starting January 1, 2025, within the framework of the List of Rates Subject to Tariff Increase Transitional provision provided for in Annex V of Decree No. 557/23 and its modifications, the tariff treatment in the concept of Extrazone Import Duty (DIE) applicable to goods classified in the tariff position of the Common Nomenclature of MERCOSUR (NCM) 4011.10. 00, according to the schedule detailed below:

From January 1, 2025 to April 30, 2025: TWENTY-FIVE PERCENT (25%).

– From May 1, 2025 to August 31, 2025: TWENTY PERCENT (20%).

– From September 1, 2025: application of the established rate of the Common External Tariff (CET).

– As of July 1, 2025, the tariff positions of the Common Nomenclature of MERCOSUR 8711.20.10, 8711.20.20 and 8711.30.00 will be deleted from the List of Rates Subject to the Transitory Tariff Increase.

Mercosur: which merchandises will continue to have rate reduction differentials by DIE

In the same document, it is clarified that the merchandise that, due to the application of this measure, is excluded from the differential tariff treatments of reduction of rates in concept of the Extrazone Import Right (DIE) will maintain said treatments provided that, on the date of entry in force of this decree, are in any of the following situations:

to. They have been dispatched with final destination to the customs territory by land, water or air and loaded in the respective means of transport; either

b. yesand are in the primary customs zone due to having previously arrived in the customs territory.

For the purposes of the provisions of this articlethe import request must be registered with the Customs Service within the period of SIXTY (60) calendar days, from the date of entry into force of this decree.

This measure will come into force from the day following its publication in the OFFICIAL BULLETIN.
