The government of Javier Milei decreed the suppression of the National Program for the Development of Industrial Parkspromoted through decrees from the governments of Cristina Fernández de Kirchner in 2010, and Alberto Fernández in 2020.

After the repeal of the law No. 21,608 Through mega DNU 70/23, which established an Industrial Promotion System “aimed at promoting sectoral, regional and special development”, the libertarian administration took another step in the separation of the State from the promotion regimes for the sector.
Based on the statements of “public emergency” in administrative, economic, financial and energy matters, among others, promoted by Decree No. 70/23 and the Base Law, Milei signed with his signature decree 1077/2024 that repealed his 915/10 and 716/20 citing the situation that Argentina has been going through in recent years “generating profound imbalances that negatively impacted the entire population and especially socially and economically.”
“In the current context, it is essential to optimize the resources assigned to industrial policy and prioritize the planning of new strategies that allow the competitiveness of the productive sectors to be sustained,” states the regulations published in the Official Gazette.
In their recitals, they point out that with the repeal of the Law No. 21,608 “the general regulatory framework for the promotion of industrial parks as an instrument of territorial planning and productive development has been eliminated”, which requires “reviewing and adapting” the policies for the sector “in order to align them with the new economic and of the country”.
He Program created by decree 716/20 had as its objective “promote territorial planning by promoting associative and cooperative schemes in pursuit of industrial developmentto influence planning local productive sector, in sustainable and inclusive development, encourage the generation of local employment and enhance the synergies derived from the common location”.
According to the regulations sanctioned in 2020, tools were contemplated for the financing of:
- studies for the constitution, expansion or regularization of industrial parks,
- execution of intramural infrastructure works, according to characteristics of the Park,
- establishment of companies or expansion of their productive capacities in an Industrial Park,
- the acquisition of lots by the Industrial Parks and
- extramural infrastructure works in Public and Mixed Industrial Parks, which will be carried out through national or local public organizations with jurisdiction in the matter in question, with prior intervention of the Observatory created in article 3 of this decree.
